On the afternoon of March 25, a session of the National Assembly deputies discussed the Draft Law on Teachers (D draft).
At the 8th session, the issue of salary and allowance policies for teachers was of interest to many delegates during the discussion.
The draft Law on Teachers clearly states that teachers' salaries are ranked highest in the administrative career salary scale system; Vocational preferential allowances and other allowances depending on the nature of the work, by region according to the provisions of law.
For preschool teachers; teachers working in ethnic minority areas, mountainous areas, border areas, islands and areas with particularly difficult socio-economic conditions; teachers teaching at specialized schools and other specialized schools; teachers implementing integrated education; teachers in some specific sectors and occupations are entitled to higher salary and allowances.
The salary of teachers in non-public educational institutions shall be implemented in accordance with the provisions of the law on labor.
Teachers working in sectors and occupations with special regimes are entitled to special regimes according to regulations and are only entitled to the highest level if that policy coincides with the policy for teachers.
The draft report on the explanation, acceptance and revision of the draft Law on Teachers by the Committee for Culture and Society clearly stated that some opinions agreed with the regulation of increasing the salary level by 1 level in the administrative career salary scale system for teachers who are recruited and assigned salaries for the first time.
There are also some opinions that are still concerned and do not agree with this regulation and suggest that it is necessary to assess the impact of this policy in the general correlation with the team of cadres, civil servants and public employees of the political system.
The report of the Committee on Culture and Society clearly stated that the requirement for salary policies must be commensurate with the characteristics of the profession, with the position and role of teachers being the viewpoint that is always consistently expressed in the Party's resolutions.
The regulation to increase 1 salary level in the administrative career salary scale system for teachers who are recruited and have their salaries arranged for the first time is to institutionalize this policy.
However, the Government is currently developing a Project on salary policy reform according to Resolution No. 27-NQ/TW dated May 21, 2018 of the 7th Conference of the 12th Central Executive Committee.
Incorporating the opinions of National Assembly deputies, the draft Law stipulates that teachers' salaries are ranked highest in the administrative career salary scale system.
Improving salary policies for civil servants and public employees needs to be studied and calculated synchronously in the process of developing salary policies according to job positions.
At the same time, Point d, Clause 1, Article 25 of the draft Law is revised in the direction of removing specific regulations on increasing 1 salary level in the administrative career salary scale system for teachers recruited and assigned for the first time.
