Circular 29/2024/TT-BGDDT of the Ministry of Education and Training regulating extra teaching and learning takes effect from February 14, 2025, replacing Circular 17/2012/TT-BGDDT.
Circular 29 aims to reduce learning pressure and limit negativity in education.
Article 4 of Circular 29 on cases where extra classes are not allowed, and extra classes are organized, stipulates: "No extra classes are organized for primary school students, except for cases of training in arts, physical education, and life skills training".
This is a content that many people are interested in, including Ms. Le Huong (Nghe An).
Ms. Huong has been a teacher since graduating 16 years but could not join the staff so she opened the center. Currently, Ms. Huong's center has a few dozen primary school teachers working together (also freelance teachers). Ms. Huong's center has been registered for business and paid taxes for more than 10 years.
Ms. Huong asked, if primary school students ask for additional cultural training, can I open a class, if there is a violation of Circular No. 29/2024/TT-BGDDT?
The Ministry of Education and Training responded to this issue on the Government Electronic Information Portal as follows:
The knowledge training center of Ms. Le Huong has to open additional teaching and learning activities according to the provisions of Article 6 of Circular No. 29/2024/TT-BGDDT.

Opening extra classes according to the provisions of Clause 1, Article 2 of Circular No. 29/2024/TT-BGDDT for primary school students is a violation of the provisions of Clause 1, Article 4 of Circular No. 29/2024/TT-BGDDT.
In case the center organizes other educational activities other than the activities prescribed in Clause 1, Article 2 of Circular No. 29/2024/TT-BGDDT, it is not subject to and subject to this Circular.
In case the center is established according to the provisions of Article 42 of Decree No. 125/2024/ND-CP dated October 5, 2024 of the Government regulating the conditions for investment and operation in the field of education, it must comply with the provisions of Articles 43, 44, 45, 46, 47 of this Decree.
