Request to reduce the number of emulation fighters
On June 10, an urgent notice sent via Zalo from the Department of Education and Training of Nam Dan district, Nghe An province requested schools to review and adjust the list of grassroots emulation fighters (CSTDCS) in the 2024 - 2025 school year because the reward budget exceeded the estimate.
Specifically, according to the appraisal report of the Department of Internal Affairs, the total reward budget proposed by the Department of Education and Training of the district is more than 1.55 billion VND, exceeding 352 million VND compared to the granted level of 1.2 billion VND.

The main reason stated is that the number of grassroots unions increased by more than 130 people compared to the previous year, bringing the total to 594 individuals, in addition to 55 advanced labor groups and 30 individuals proposed that the Chairman of the District People's Committee award certificates of merit.
Immediately afterwards, the district requested schools to review and adjust, ensuring that the rate of tuition fees does not exceed 28% of the total number of people achieving the title of Advanced Worker, in order to match the budget allocated at the beginning of the year.
Principal complains about difficulties, teachers worry about losing motivation
Talking to Lao Dong Newspaper, a principal of a secondary school in Nam Dan district expressed his concern: "The lack of accounting for emulation funds is due to superiors not making accurate forecasts, not the fault of schools and teachers. Now it is very difficult to force schools to cut such an urgent cut, easily causing concern, internal instability and reducing motivation to strive".
The principal also pointed out that part of the reason for the increase in the number of vocational training institutions is that district-level experience initiatives this year have been widely implemented, many teachers meet the requirements according to current regulations. However, the announcement of the cut is only sent via Zalo message, without official documents, while the completion deadline is less than a day.
According to the Law on Emulation and Commendation and the latest guiding documents, there is no regulation limiting the rate of grassroots unions. The law clearly states: "The measure of achievements is rewarded. Applying a 28% limit is illegal and disadvantages teachers' rights" - this principal emphasized.
This approach causes schools to fall into a passive position, when they have to "pull" the title to match the " ceiling" of the budget.
Many teachers believe that if they are not considered for emulation due to budget factors, they will lose their rights related to considering early salary increase, appointment, or recording in their work records.
"The achievements are those of individuals striving for them in a year, but their rights are constrained by the system's ineffective financial calculations. Without clear and transparent instructions soon, the rights of hundreds of teachers will be severely affected" - a junior high school teacher in Nam Dan district expressed.
On the morning of June 11, speaking with reporters, the leader of Nam Dan People's Committee said that for the above proposal of schools and districts this morning, they will meet to discuss and find solutions to resolve and remove it.
