Propaganda and doctoral salaries cannot be measured in money alone
Currently, the income of Professors, Associate Professor, and Doctoral students at universities in Vietnam comes from many sources such as basic salary, teaching allowance, scientific research and rewards from international articles. In large schools with autonomous mechanisms, this income can be up to hundreds of millions of VND per month, while in small schools, lecturers only receive a significantly lower salary. However, to achieve academic titles and degrees, they have had to make efforts to research, teach and contribute for a long time.

Dr. Hoang Ngoc Vinh believes that a high income is a positive thing if lecturers create real value for society. Removing difficulties for localities in training pedagogical students
Decree 116/2020/ND-CP supports funding for training pedagogical students, but due to the large number of students and limited provincial budget, Thanh Hoa province has difficulty in allocating funding. By 2023, the province has not yet received instructions from the Central Government, forced to reduce the enrollment quota from 1,533 to 200, affecting students, training institutions and enrollment plans.

Faced with financial pressure, Thanh Hoa province has advanced 104 billion VND from the budget reserve but is still short of about 600 billion. The province continues to recommend the Central Government's support because using local budgets to spend on this policy is unreasonable.
The issuance of Decree 60/2025/ND-CP has removed difficulties by regulating the central budget to support localities according to the principle of targeted support, ensuring adequate and timely funding. At the same time, the decree also adds a mechanism for recovering support funds for students who have to compensate, helping to improve the effectiveness of policy implementation.
Suspending a high school female student in Dak Lak for a week to beat her friend
