The Ministry of Education and Training plans to fine students for insulting teachers and quarantine them from schools
The Ministry of Education and Training (MOET) has just announced a draft Decree amending and supplementing regulations on administrative sanctions in the field of education, collecting opinions from October 6 to 16. A notable new point is that students who insult or abuse teachers or classmates can be fined from 5-10 million VND, even if not to the extent of criminal prosecution.
In addition, those who violate the policy on teachers will be fined more heavily, from 10-15 million VND, and must publicly apologize (unless the victim requests). This regulation aims to increase deterrence and protect the honor and dignity of teachers, staff and students in the educational environment.
For violating students, in addition to fines and public apology, the Ministry of Education and Training adds two additional measures: forcing temporary isolation from the learning environment or transferring them to specialized facilities, support centers, and psychological counseling centers. Plan to reorganize Quang Ninh public educational institutions after the merger
According to the Department of Education and Training of Quang Ninh province, the whole province currently has 638 educational institutions from kindergarten to university, including 56 private schools and nearly 400,000 students. The public education system is decentralized according to the school level, including more than 500 kindergartens, primary schools, secondary schools in the locality and 50 high schools and continuing education centers under the Department.

In the new arrangement plan, Quang Ninh plans to significantly reduce the number of public educational institutions, specifically reducing 88 kindergartens, 48 primary schools, 115 secondary schools and 2 high schools. Continuing education centers are also merged into a single unit. After the merger, the number of focal points in the whole province decreased by about 50%.

Requesting principals to explain parents' frustration with the fees collected at the beginning of the year
Many parents with children studying at Ha Trung Kindergarten (Ha Trung commune, Thanh Hoa province) reported that the school collected 13 fees at the beginning of the school year with a total of nearly 4 million VND/student, many of which were considered unreasonable such as air conditioning fees, cleaning, hiring gardeners or making school nameplates.

In response to the reflection, the People's Committee of Ha Trung commune requested the school to immediately stop collecting, and at the same time requested the Principal to report, explain and strictly implement the fees in accordance with regulations.
