Nearly 300,000 preschool children have not been able to go to school
Currently, there are more than 5.1 million children cared for in more than 15,000 schools and nearly 17,500 independent preschools, with the preschool mobilization rate reaching 93.6%. However, there are still nearly 300,000 preschool children, mainly in disadvantaged areas, who have not been able to go to school. The material conditions are still weak, only 84.8% of classrooms are solid, nearly 3,000 classrooms are still temporary or borrowed classrooms. Policies for teachers, children and educational institutions still have many limitations.
The Ministry of Education and Training believes that in order to popularize preschool education for children aged 3 to 5, it is necessary to issue a National Assembly Resolution to create a legal basis before the Law on Education can be amended. This helps localities proactively plan, prepare conditions for facilities, teams and appropriate roadmaps to popularize GDMN, aiming for completion by 2030.
The Committee on Culture and Social Affairs agrees with the necessity of the Resolution, and at the same time proposes to focus on major policy groups such as: ensuring sufficient schools, teachers, teaching equipment and operating costs. In addition, it is necessary to develop a common policy for children from 3 to 5 years old, instead of separating them according to specific ages, to ensure consistency and effectiveness. Challenges for students studying Information Technology
Nghe An still has 1,500 unrecruited teacher quotas
According to the Ministry of Education and Training, until the end of the first semester of the school year 2024-2025, the country still has about 60,000 targets for teachers who have not recruited, while the reality lacks more than 120,000 teachers at public levels. Facing this situation, the Ministry requires localities to quickly recruit all the assigned staff, and at the same time have policies to attract, train, transfer teachers and rearrange the appropriate school system.

The Ministry of Education and Training also requested provinces and cities to report the recruitment results of teachers in the school year 2024-2025 and statistics on payroll needs until the school year 2030-2031. The deadline for sending the report is before June 15, 2025 for the Ministry to summarize and submit to the Prime Minister.
In Nghe An, there are currently about 1,500 unrecruited teacher quotas. However, this province is temporarily suspending recruitment to wait for the completion of the arrangement of administrative units and decentralization of education management. According to Official Dispatch No. 1760 dated April 9 of the Provincial Party Committee, only localities that have been granted permission by competent authorities before March 7, 2025 will continue to be recruited. Localities are also instructed to complete the titles of principals at all levels according to regulations. See more...
