Proposal to ensure policies and regimes for teachers and workers when merging
The Ministry of Education and Training requires localities to complete the arrangement and merger of educational institutions before December 31, 2025, while emphasizing the need to ensure the rights of students, teachers and workers. In Ho Chi Minh City, after the arrangement, the number of public service units in the education sector is expected to decrease from 279 to 256; of which 3 universities will be kept, some colleges and secondary schools will be reorganized and the continuing education system will be streamlined.
Commenting on the project, many units said that the merger should be based on the reputation of the training unit, the strengths of the host unit and geographical factors to facilitate learners. The opinions also recommended building a general principle on personnel arrangement, especially the selection of leaders after the merger, ensuring publicity and transparency; with the vocational education and training system, it is advisable to merge clusters to increase the scale and diversify occupations.

The issue of the greatest concern is the regime and policies for teachers and workers. The Ministry of Education and Training removes English and IT certificates from teachers' promotion documents
The Ministry of Education and Training has just issued Official Letter 8268 requesting localities to continue reviewing and implementing the appointment and promotion of teachers' professional titles according to Circular 13/2024. In particular, the Ministry clarified the determination of the equivalent holding period for Grade III teachers, not requiring 9 years of university level when calculating the time for promotion consideration.

Notably, the Ministry of Education and Training affirmed that it does not require teachers to have foreign language and IT certificates if the actual job position does not require them. In case the position is required, teachers only need to meet the requirements of the relevant qualifications, certificates or equivalent conditions according to current regulations; it is not mandatory to add a new certificate if they already have a training certificate according to the appropriate professional title standards.
In addition, the consideration of promotion needs to be based on specific professional achievements; for standards without evidence of degrees or certificates, it is possible to use the assessment report of the professional team, with confirmation from the head of the educational institution. Explaineration of the principal for the case of " blocking" A80 money before being arrested
Hanoi City Police have prosecuted and detained the Principal of Hanoi College of Tourism Pham Van Long and two subordinates for the crime of abusing position and power while performing official duties, related to the payment of fees for students participating in serving the A80 Commemoration Ceremony.

According to the investigation, the school was approved to spend more than 1.9 billion VND to 984 students, but in reality, each student only received 940,000 VND along with food money, the difference of more than 202 million VND was kept to pay for the staff. The act of leaving the amount of money in the receipt empty and then self-recording it for settlement was determined to have signs of lack of transparency and violated regulations.
Before being arrested, Mr. Long thought the payment was a " misunderstanding" and explained that he divided the money into many installments to honor students.
