Plan to arrange surplus principals after implementing school mergers
Implementing the policy of arranging and merging schools to streamline the apparatus, many localities are reviewing and developing plans to reorganize the school system, leading to a reduction in focal points and a surplus of principals. For example, in Quang Ninh, after the merger, the number of schools has decreased sharply, corresponding to the surplus of hundreds of principals, some cases have to be arranged as vice principals or other positions.

In response to concerns of education managers about rearranging positions or applying for early retirement when there is redundancy, the Ministry of Home Affairs said that those who wish to retire can be considered for the application of the regime and policies according to the provisions of Decree No. 154/2025, ensuring compliance with the law and the rights of workers.
The Ministry of Education and Training recommends that localities be cautious in arranging schools, basically keeping the existing system stable, only adjusting when truly necessary, ensuring no disruption to teaching activities and learning rights of students. Unexpected national and international student bonuses in provinces and cities
Many localities are applying very high bonuses, up to hundreds of millions of VND for students who win national, regional and international prizes to encourage and recognize outstanding achievements. Hanoi is one of the localities with a large reward level, with a total budget of nearly 23 billion VND for students and teachers with high achievements in domestic and international exams.

According to Hanoi's regulations, students who win international Olympic Gold medals will be awarded 300 million VND, Silver medals 200 million VND, and Bronze medals 150 million VND; teachers will be awarded 70% of the student's salary. Hanoi - Amsterdam High School for the Gifted alone has 2 students awarded more than 600 million VND, of which one student earned up to 365 million VND thanks to the achievement of the International Olympic Gold Medal and first prizes at the city and national levels.
Hai Phong and Quang Ninh also issued a policy of high bonuses for excellent students.
