Expected standards for principals and vice principals of high schools
The Ministry of Education and Training (MOET) has just announced a draft Circular on the Charter of primary schools, secondary schools, high schools and high schools at many levels, and announced a public consultation.
The draft circular stipulates the standards for principals and vice principals of general schools as follows:
Regarding training qualifications, teachers must meet the standard training level prescribed by the Law on Education for the education level, and meet the standard training level at the highest level for high schools with many levels;

Regarding working time, have taught for at least 5 years (or 4 years for mountainous areas, islands, highlands, remote areas, ethnic minority areas, areas with particularly difficult socio-economic conditions);
Principals and vice principals of general schools must meet the standards prescribed in the standards for principals of general education institutions issued by the Minister of Education and Training.
The authority to appoint or recognize; the process of appointing, recognizing, reappointing, and dismissing principals and deputy principals is implemented in accordance with the provisions of law.
Rights and obligations of principals and vice principals of general schools
The draft circular stipulates that principals have the right to implement the contents of educational management when decentralized and authorized;
Receive preferential allowances for teachers and preferential policies according to regulations;
Implement democratic regulations, accountability of heads of educational institutions in organizing school activities;
Implement publicity to schools and society according to the provisions of law;
treated equally and equally in activities and career development for teachers, educational institution managers, and educational support personnel under their management authority;
Promote the construction and development of a safe, democratic, innovative and creative educational environment;
Be trained to improve qualifications, foster expertise and skills and enjoy regimes and policies according to the provisions of law.
As for the Deputy Principal, the draft circular also clearly states the rights and obligations including:
Responsible for managing and operating work assigned by the principal; operating school activities when authorized by the principal;
The person appointed or recognized as a vice principal of a high school must meet the standards specified in Clause 3 of this Article and in accordance with the provisions of law;
The term of the vice principal of a high school is 5 years. After each year of principal school, the principal, teachers, and educational support personnel in the school give comments and are evaluated by competent authorities according to regulations;
Deputy principals with the task of managing work assigned or authorized by the principal;
Participate in activities with professional groups; self-study, self-training to improve professional capacity, management capacity; participate in teaching according to regulations on teaching hours for deputy principals;
Exercise the rights and obligations of teachers and perform other rights and obligations as prescribed by relevant laws;
Be trained to improve qualifications, develop expertise and skills; enjoy preferential allowances according to occupations and regimes and policies according to the provisions of law.
