Complete the arrangement of general education institutions before December 31, 2025
In Official Dispatch 6165/BGDDT-GDPT of the Ministry of Education and Training (MOET) sent to the People's Committees of provinces and cities, the Ministry clearly stated the principles for rearranging and reorganizing the network of preschool, general education and continuing education institutions.
In particular, the Ministry requires the functions and tasks of agencies and units to be based on; inheriting and promoting the implemented results; in accordance with the policy of arranging and streamlining the apparatus according to the requirements of the Politburo and the Secretariat; ensuring effective and efficient operations, not overlapping, not missing the functions and tasks of each type of educational institution; the arrangement does not affect the quality and efficiency of public career service provision in the spirit of the direction in Plan No. 130.
The Ministry of Education and Training requests that localities complete the arrangement of preschools, general education and continuing education institutions before December 31, 2025 according to the direction of the Central Government.
Currently, many localities have reduced the number of schools, affiliated units and restructured the organization, leading to a surplus of management staff, including principals.
The merger of schools, such as in Quang Ninh province, where the number of schools at the commune level has been greatly reduced, has caused hundreds of principal positions to be redundant compared to the new organizational structure after the educational units were merged.
In this context, a principal expressed his desire to be considered for early retirement conditions.
The Ministry of Home Affairs said that in cases where cadres, civil servants, public employees, and workers are affected by the restructuring of the apparatus and wish to retire, they can consider applying the regime and policies according to the provisions of Decree No. 154/2025/ND-CP, ensuring compliance with the provisions of law.
Principals and teachers who retire early are entitled to many benefits
Decree No. 154/2025/ND-CP effective from June 16, 2025, regulating staff streamlining stipulates the subjects, principles, staff streamlining policies and the responsibility for staff streamlining in agencies, organizations, public service units of the Party, State, Vietnam Fatherland Front, and socio-political organizations from central to commune levels.
According to the Decree, subjects eligible for early retirement, in addition to receiving pension benefits according to the provisions of the law on social insurance, are also entitled to the following benefits:
No deduction of pension rate due to early retirement;
Receive a subsidy of 5 months of current salary for each year of early retirement compared to the retirement age prescribed in Appendix II issued with Decree No. 135/2020/ND-CP;
Receive benefits according to the working period with compulsory social insurance as follows:
For those who have paid compulsory social insurance for 20 years or more, the first 20 years of work with compulsory social insurance will receive a subsidy of 5 months of current salary; for the remaining years (from the 21st year onwards), each year will be subsidized with 0.5 months of current salary.
For those who have paid compulsory social insurance for 15 years to less than 20 years of work, they will receive a subsidy of 5 months of current salary.
Subjects with an age of 2 to 5 years to the retirement age specified in Appendix I issued with Decree No. 135/2020/ND-CP and having enough working time with compulsory social insurance contributions to receive pension according to the provisions of the law on social insurance, in addition to receiving pension benefits according to the provisions of the law on social insurance, will also receive the following benefits:
No deduction of pension rate due to early retirement;
Receive a subsidy of 5 months of current salary for each year of early retirement compared to the retirement age prescribed in Appendix I issued with Decree No. 135/2020/ND-CP;
Receive benefits according to the working period with compulsory social insurance as follows:
Those who have paid compulsory social insurance for 20 years or more will receive a subsidy of 05 months of current salary for the first 20 years of work with compulsory social insurance; for the remaining years (from the 21st year onwards), each year will be subsidized with 0.5 months of current salary.
Those who have paid compulsory social insurance for 15 years to less than 20 years of work will receive a subsidy of 5 months of current salary.
