The Ministry of Finance proposes to review the policy of raising vocational allowances for teachers
In the process of giving comments on the draft Resolution on specific mechanisms and policies for educational development, the Ministry of Finance requested the Ministry of Education and Training to coordinate with the Ministry of Home Affairs to review the increase in preferential allowances for teachers. The review must closely follow Resolution 71, ensuring synchronization in the political system, budget balance and fairness among target groups.

Many localities such as Quang Ngai and Thai Nguyen have proposed raising the allowance for teachers and school staff, adding public housing policies for teachers in particularly difficult areas, as well as vocational incentives for teachers transferred to education management agencies. Public opinions say that these teachers are qualified and contribute greatly, but their allowances are reduced when transferring jobs.
The Ministry of Education and Training said it has received more than 50 comments and is synthesizing and researching to complete the draft in a transparent and legal manner. See more...
Candidates face new challenges in the 2026 enrollment season
Working for 20 years with a salary of 8 million/month, school staff hope to receive a 30% allowance
Many school staff who have worked for many years in the profession share a low salary situation despite having a university degree and working for decades. The school staff are not entitled to seniority allowances, no special allowances, no promotions and have to work many jobs at the same time, but their income is only 7-8 million VND/month, or even lower than that of new workers.

Teachers enthusiastically requested the Ministry of Education and Training and the Government to consider giving them a minimum preferential allowance of 30% according to Resolution 71, with seniority, promotion and a clear concurrent mechanism. They think they are being " bopped behind the policy" despite their important contributions to the education sector.
The Ministry of Education and Training said that the Draft Resolution stipulates preferential allowances for school staff in Clause 2, Article 1. At the same time, the Ministry is drafting a Decree to submit to the Government, which will specify the roadmap for raising the allowance level, in order to improve the regime for staff in the coming time. National Assembly deputies propose solutions to reduce education costs for people
Talking with National Assembly Delegate Nguyen Thi Viet Nga - Member of the City Party Committee, Deputy Head of the National Assembly Delegation of Hai Phong City's full-time delegation, mentioned 3 reasons for the increase in costs in addition to tuition fees: School services such as boarding, 2-session/day learning, English enhancement, experience, hygiene - facilities... are increasing and have high fees; The unclear socialization mechanism has caused some schools to collect more to renovate, repair, and shop, creating a feeling of "free tuition but arising many other expenses"; The regional gap and autonomy mechanism have caused many localities to share costs with parents, causing total expenses to increase.
Services such as boarding, food, pick-up and drop-off, experience, uniforms... are mandatory for many students, creating a big burden for poor families, even though tuition is exempted. When low incomes cannot keep up with urban living standards, parents must cut down on essential expenses or let their children reduce their study activities. This increases inequality between rich and poor children and may force some families to choose lower-quality schools, affecting their long-term learning opportunities. See more...
