Disciplinary requirements for principals and teachers in Ninh Binh who teach extra classes at schools
In Hoa Lu ward (Ninh Binh), the People's Committee of the ward requested Ninh Thanh Secondary School to organize a review meeting and discipline Ms. Nguyen Thi Ly - Vice Principal of the school and Ms. Vu Thi Lan Anh - English teacher, after these two teachers arbitrarily took students outside to school to teach extra classes at night and collected money. This violates Circular 29 of the Ministry of Education and Training and regulations of the Provincial People's Committee and the Ward People's Committee on extra teaching and learning.

The People's Committee of Hoa Lu Ward said that it has issued many documents requesting to strengthen the management of extra teaching and learning activities in the 2025 - 2026 school year. However, through the reflection of the people and the press, Ninh Thanh Secondary School still allows additional teaching to occur in violation of regulations, showing that management work is not strict.
The ward assigned the Department of Culture and Social Affairs to monitor and urge the school's review process and report to the Party Committee and the government according to regulations. Previously, Lao Dong Newspaper reported the incident of teachers and deputy teachers illegally teaching at night, causing outrage among parents and the public. See more...
The rate of students paying health insurance is low, lacking sanctions
By the end of October 2025, Ho Chi Minh City will still have many colleges and universities with a student participation rate in health insurance (HI) below 98% as required. Ho Chi Minh City Social Insurance has publicized a list of schools with low rates, of which some schools have only reached more than 26%. Although health insurance is mandatory for students, the participation rate is not uniform, affecting medical examination and treatment benefits and the goal of ensuring social security.
Some schools said that the actual data is higher because many students have participated in household health insurance, while propaganda is still difficult due to student awareness and economic conditions. Many schools have a low rate of students attending or paying health insurance locally. However, schools also admit that there is no mechanism to punish students who do not participate, so it is difficult to achieve 100%.
Ho Chi Minh City Social Insurance affirms that it still regularly coordinates with schools to promote health insurance, but there is currently no sanctions to handle schools that do not achieve the participation rate. According to the Social Insurance, to reach 100%, it is possible to consider collecting health insurance and tuition fees at the beginning of the year and stipulate measures to handle students who have been reminded but still do not participate. Hundreds of students in Dien Bien have to walk nearly 3 kilometers to the stream to bathe every day
More than 400 boarding students at Keo Rom Boarding School for Ethnic Minorities (Na Son commune, Dien Bien) have to walk nearly 3km per day to the stream to bathe due to the school's lack of domestic water. The road from school to the stream is about 1.5km long, narrow, steep and slippery, posing a potential danger, so students are required to follow groups to ensure safety.
According to the students' reflection, the water shortage has occurred for many years; every 4-5 days a week, they have to go down to the stream because the water in school is not enough. Although the school has drilled wells and installed pumps, the amount of water is currently only enough to meet the minimum needs such as cooking and cleaning. It is not possible to guarantee that all students will be bathed. See more...
