The treatment and investment regime for the teaching staff is important but "spending is not easy"
During the sessions of discussion at the National Assembly on draft laws and resolutions related to education, the most concerned issue was the allowance and preferential regime for teachers in the spirit of Resolution 71. Delegate Hoang Quoc Khanh agreed with the minimum allowance of 70% for teachers, 30% for employees and 100% for teachers in extremely disadvantaged areas, and at the same time proposed to clarify the concept of "roadmap" to avoid causing expectations and then slow implementation, affecting the psychology of the team.
Minister Nguyen Kim Son emphasized that to implement Resolution 71, a lot of resources and solutions are needed. The national target program is an important tool, in which most of the funding will be for educational infrastructure. The Minister set a target of eliminating all temporary schools by 2030, because there are still 13% of temporary schools, in some places the rate is up to more than 40%, especially in preschools and primary schools.

School staff are excited about the new allowance policy, expecting to reduce income pressure
Resolution 71-NQ/TW clearly stipulates for the first time the policy for school staff, raising the minimum occupational allowance to 30% for staff, 70% for teachers and 100% for teachers in extremely disadvantaged areas. The Ministry of Education and Training is drafting a Decree to concretize this policy, in order to recognize the important but silent role of the workforce in the education system.
Currently, school staff have to take on a large workload, high pressure but low income. Many people like Ms. Nguyen Thi Nhan - a clerical staff at Mai Lam Secondary School (Dong Anh Commune, Hanoi) have been attached to it for 18 years, only receiving more than 6 million VND/month and having to work overtime from early morning to night to cover living expenses. The increase in allowances is expected to help them reduce their difficulties and have motivation to stick with their profession.

Similarly, Ms. Ta Thi Minh Hue - accountant of a kindergarten in Hoan Kiem ward (Hanoi) has worked for more than 10 years but her salary is only 7.4 million VND, having to sell evening gourds to take care of her family with two young children. See more...

Vice Principals of secondary schools in Ninh Binh illegally teach extra classes at school at night
Many parents in Hoa Lu ward (Ninh Binh) reported that some teachers at Ninh Thanh Secondary School arbitrarily brought students outside to go to school to organize extra classes in the evening, from 7pm to 9pm, with 2 subjects: English and Literature. Notably, there was even a vice principal of the school participating.

Principal Hoang Thi Thanh Hoa confirmed the incident and said that this additional teaching activity was not approved by the Board of Directors. When discovered on November 24, the school asked the teacher to stop, and at the same time requested a review and report. The two people involved are Ms. Vu Thi Lan Anh (teaching English) and Ms. Nguyen Thi Ly - Vice Principal (teaching Literature).
Both teachers are on the payroll and have registered to teach extra classes at outside centers. On November 26, the school held a review meeting, the teachers admitted to their violations.
