Resolution 71-NQ/TW of the Politburo for the first time puts school staff in the category of receiving a minimum preferential allowance of 30%. In addition, the resolution also stipulates a minimum allowance of 70% for teachers and 100% for teachers working in particularly difficult areas, border areas, and islands.
