Preferential allowances for school staff: Increase income, reduce frustration
The Ministry of Education and Training has sent to the Ministry of Justice for appraisal the draft Decree proposing to first apply professional preferential allowances to school staff at a rate of 20%, from January 1, 2026 to the end of December 31, 2030, then raise it to 30% from January 1, 2031. The Ministry said that the early application of the 20% level is to be consistent with the budget balance and ensure the sustainability of the policy.

Many school staff such as accountants, clerical staff, libraries, equipment, and medical staff expressed their joy when they were included in the allowance category for the first time, because this is an indispensable "resistance" force in school operations. They believe that although the number is small, the workload is large, the responsibility is high, especially in exams, professional activities and management of records and facilities.
Besides the excitement, many employees want to enjoy a 30% allowance right from January 1, 2026 instead of waiting until 2031, especially for people with low incomes, small responsibility allowance coefficients, or working in remote and isolated areas, concurrently holding many schools. According to them, raising the allowance early will contribute to reducing the pressure of life, properly recognizing silent contributions and creating motivation to stick with the Education sector for a long time. Parents' representative board accused of overcharging, school forced to stop sponsorship
Many parents of Nguyen Van Cu Elementary School (Quy Nhon Nam ward, Gia Lai province) reflected that the Parents' Representative Board (BDDPH) for the 2025-2026 school year mobilized donations of hundreds of millions of VND to make roofs and clean up with an average of 12 million VND/class, total plan of 624 million VND. The collection and spending is considered to be putting pressure on parents, lacking transparency and showing signs of violating regulations, especially the cleaning cost of 51 million VND/month is considered too high.

Parents said that the Head of the BDDPH announced that they had been approved by the school and the Ward People's Committee, but could not present the document when requested. According to the regulations of the Ministry of Education and Training, the BDDPH is not allowed to mobilize donations that are not in accordance with the principles of voluntariness and do not directly serve the activities of the Board; therefore, the call for money to build shelters and clean up is determined to be not in accordance with regulations.
The school principal affirmed that there is no policy for the above-mentioned mobilizations, only agreeing to receive sponsorships if it is in accordance with regulations. Before the parents' reflection, the school requested to immediately stop sponsoring sanitation to verify; if illegal collection is detected, it will request BDDPH to refund money to parents.
