Merging more schools, sharply reducing the number of principals
According to the latest update, many localities across the country have completed or proposed plans to arrange and merge educational institutions. Tay Ninh has just issued a plan to reorganize public education and career units, in which it is expected to reduce one unit and establish a new one; many colleges and secondary schools are merged or reorganized to streamline the apparatus and effectively use resources.

Quang Ninh is a locality that has completed the merger of the network of schools at the commune and ward levels, reducing more than half of the number of schools, leading to a sharp decrease in the number of principals. Localities such as Ho Chi Minh City, Thanh Hoa, Phu Tho, Ha Tinh, Ca Mau also proposed merging dozens of universities, colleges, secondary schools and rearranging the kindergarten and high school systems, prioritizing the retention of qualified schools, dissolving small, ineffective schools.
According to the Ministry of Education and Training, by December 19, 23 provinces and cities had reported the completion of the arrangement plan. Rectifying joint teaching to reduce the burden on parents
Faced with voters' frustration about the situation where parents still have to pay many additional fees despite being exempted from tuition fees, General Secretary To Lam emphasized that schools cannot be turned into places for services and to collect money. The shortage of teachers in some subjects cannot be a reason for linking teaching outside and collecting fees; the State must be responsible for the program, staff and quality of general education.
Implementing this direction, the Hanoi Department of Education and Training requires schools to review and report on joint teaching activities, ensuring publicity, transparency and on the voluntary spirit of parents; at the same time, organize inspection teams to correct violations. Quang Tri Department of Education and Training proposes not to rearrange some mountainous education centers

The Department of Education and Training of Quang Tri province is developing a plan to reorganize the network of educational institutions according to Resolution 71-NQ/TW and instructions of the Ministry of Education and Training, in line with the model of local government at two levels. Notably, Nguyen Huu Than High School, due to not reaching the minimum scale, has proposed two options: forming a joint junior high school - high school or merging with Trieu Phong High School, expected to be implemented from the 2026-2027 school year, ensuring stability for students and teachers.
For the education and training center system, the Department of Education and Training proposed to reorganize it in a streamlined direction but not merge some centers in mountainous and border areas due to difficult terrain conditions and long travel distances. These centers are identified as playing an important role in illiteracy, continuing education and vocational training associated with livelihoods.
