After more than 26 years of being attached to the school accounting profession, Ms. Huyen - an accountant at an elementary school in Hanoi, currently only receives a salary of more than 8 million VND/month, plus very low allowances. What makes her and many school staff worried is not only limited income, but also the large difference between workload, work pressure and remuneration. School accounting must be responsible for all finances, just a small mistake can become a serious problem.

Compared to teachers with the same seniority who enjoy many types of allowances, school staff such as accountants, clerks, librarians, equipment, and school health workers are almost outside of preferential policies, although they play an indispensable role in school operations. Especially in remote and isolated areas, many accountants also have to concurrently work for many schools, working conditions are more difficult, but income is still low.
Resolution 71 of the Politburo for the first time affirmed the need for preferential policies for school staff, orienting towards a minimum allowance of 30%. However, the draft Decree of the Ministry of Education and Training only proposed a 20% level from January 1, 2026 to 2030, then increased to 30%, due to budget constraints.
