Parents spend twice as much on extra classes, still not assured of quality
After Circular 29 on tutoring and extra classes took effect, many parents in Hanoi said that their children's tuition fees have increased significantly. Because teachers no longer organize extra classes as before, many families have to hire tutors or send their children to centers, causing tuition fees to possibly double compared to before.

Some parents reflect that switching to studying at the center makes the class crowded, reduces close tutoring and incurs additional travel and pick-up and drop-off costs. Many students have to study all day at school, and in the evening continue to go to the center for exam preparation, especially for those preparing to take the 10th grade entrance exam, causing a tight and tiring schedule.
At the February 2026 session on petition work of the National Assembly of Vietnam, Vice Chairman of the National Assembly Nguyen Thi Thanh also said that after the new regulations on tutoring were issued, the cost of tutoring for parents tended to increase when teaching activities shifted from schools to centers, creating more financial pressure for many families. Hanoi's direction on the use of textbooks for the 2026-2027 school year
Hanoi City People's Committee requests the implementation of unified textbook use from the 2026-2027 school year according to the direction of the Ministry of Education and Training. Vice Chairman of the City People's Committee Vu Thu Ha assigned the Department of Education and Training to take the lead in comprehensively reviewing facilities, teaching equipment and teaching staff at general schools to ensure the implementation of the 2018 general education program. The city also requests to determine investment needs, recruit and regulate teachers appropriately for each level of education and area.

The Hanoi Department of Education and Training is responsible for guiding, inspecting, and supervising the implementation of the program and the use of textbooks uniformly throughout the city. At the same time, coordinate with relevant units to allocate funds to upgrade facilities, organize training for managers and teachers on the use of new textbooks and ensure the full supply of books before the new school year, especially supporting students in difficult circumstances.
According to the direction, the book set "Connecting Knowledge with Life" is used uniformly, while other textbooks that have been approved before can continue to be used as reference materials and teaching aids.
