Teachers' rights: Summer vacation up to 8 weeks, full salary and allowance
Decree No. 93/2026/ND-CP stipulates that teachers' summer vacation time can be up to 8 weeks/year, applicable to preschool, general education, specialized schools and university preparatory schools. Some other groups have more flexible vacation time, such as continuing education teachers (4-8 weeks) or vocational education (4-6 weeks depending on teaching level).
During the summer vacation, teachers are still entitled to full salary and allowances according to regulations. In addition, teachers are still entitled to holidays, Tet and other holidays according to the Labor Code, ensuring their rights to rest.
The specific summer vacation time is decided by the locality or the head of the educational institution, based on the school year plan and actual conditions. Returning self-study hours, ending the pressure of extra classes
Linked and supplementary teaching programs in schools in Hanoi and Ho Chi Minh City are increasingly popular, aiming to meet diverse learning needs. Although regulations require publicity, transparency and voluntariness, in reality, many parents say they find it difficult to refuse because of the pressure of following the majority, worrying that their children are separated. The cost of these classes can be up to several million VND/month, creating a financial burden and causing concern about the effectiveness and content of teaching.
Experts believe that the nature of voluntariness in many cases has been distorted into soft coercion, when linked classes are arranged within or adjacent to the official curriculum, making students who do not participate have no alternatives. In addition, the lack of transparency about programs, partners, and costs also increases concerns about the risk of commercialization of education.
To overcome this, experts propose that it is necessary to clearly separate liên kết activities from official school hours, ensuring true voluntariness; strengthen information transparency and supervision. At Phong Hai Secondary School, facility 2 (Lao Cai), there is a paradox when the new facility is more than 35,000 m2 wide, invested with more than 32 billion VND and is nearly completed but cannot be put into use due to lack of capital in phase 2. Meanwhile, nearly 900 students still have to study at the old, cramped and degraded facility, directly affecting the quality of teaching and learning.
Delays cause "double waste": both wasting investment capital when the project is abandoned and wasting opportunities to improve learning conditions for students, especially children in mountainous areas. If prolonged, the project is at risk of degradation, leading to additional repair costs, creating a costly vicious circle.
The issue is to soon allocate capital to complete the project to put it into use, because investment efficiency is only achieved when the project serves the right purpose.
