Free tuition for high school students and public preschool children, strictly prohibit overcharging at the beginning of the year
The Hanoi People's Committee requests the Department of Education and Training, together with the People's Committees of communes and wards, to seriously implement the policy of exemption, reduction, and support for tuition fees according to Decree 238/2025, in which preschool children and public primary school students are exempted from tuition fees from the 2025-2026 school year without having to submit applications. This will be facilitated by exploiting electronic data from national and specialized databases through the public service portal.
Hanoi also requires units to coordinate to promptly complete the draft resolution on tuition fees and support budgets suitable to the local situation, while strengthening state management and absolutely not allowing overcharging at the beginning of the school year. Education service fees are clearly regulated and implemented publicly and transparently according to the regulations of the Ministry of Education and Training.
In addition, the City People's Committee recommends that educational institutions increase the public disclosure of commitments on education quality, conditions for quality assurance, as well as financial revenue and expenditure according to the latest Circulars of the Ministry of Education and Training to protect the rights of learners and parents in a fair and transparent manner. Plan to merge universities and colleges in Ho Chi Minh City
The Ho Chi Minh City People's Committee plans to merge and reorganize many universities, colleges, and secondary schools to streamline the apparatus and improve operational efficiency. At the university level, the city kept Pham Ngoc Thach University of Medicine and Thu Dau Mot University, and merged Ba Ria - Vung Tau Pedagogical College into Saigon University, keeping its name.

For colleges, many units will be merged or converted to operating models such as reorganizing Binh Duong Medical College to merge Ba Ria - Vung Tau Medical College; newly establishing Saigontourist College of Tourism - Hotel from the same name and High-Tech Agricultural College on the basis of merging many agricultural intermediaries. A principal of a high school in Dak Lak was dismissed from his position
Ms. Huynh Thi Kim Hue, Principal of Cao Ba Quat High School (Dak Lak province), was dismissed from her position due to receiving a disciplinary warning for many violations in professional management, non-budgetary revenues and expenditures and management of public finance and assets. After being dismissed, Ms. Hue was transferred to work as a teacher at this school.
Previously, when she was Principal of Chu Van An High School, Ms. Hue was disciplined for violations and was reported by teachers and parents many times. Despite being disciplined, Ms. Hue still re-offended and was only severely criticized before being transferred to Cao Ba Quat High School.
