Due to the influence of the low pressure area weakening from storm No. 11, from the evening of October 7 to the morning of October 8, there was prolonged heavy rain in Bac Ninh province and neighboring areas, causing the water level on the Thuong, Cau and Thai Binh rivers to rise, many sections exceeding the alarm level III.
According to a quick report from the Department of Agriculture and Environment of Bac Ninh on the morning of October 8, three dykes including Ta Thuong, Huu Thuong and Tan Lieu dykes (Yen Dung) have recorded incidents, are being handled and continue to be monitored.
Some small reservoirs have broken the banks of canals, overflowing water through canals, of which Con Goi Gao reservoir (Dong Ky commune) was partially broken, Cam Son reservoir reached 97.1% of the designed capacity, and had to regulate water. Many traffic routes were cut off, 43 deeply flooded spots were unable to circulate.
Irrigation pumping stations across the province are operating continuously with 398 pumps to drain water, reducing flooding in downstream areas.
Initial statistics show that 6,020 households in flooded areas had to be evacuated to safe places. Initially recorded 3 deaths (a child drowned in Xuan Luong commune, one person was in distress while fishing, and one person was hit by lightning in My Thai commune); more than 4,500 hectares of rice, crops, 500 hectares of fruit trees and 600 hectares of seafood were deeply flooded. Nearly 39,000 poultry and 529 livestock died, hundreds of thousands had to be urgently evacuated.
The People's Committee of Bac Ninh province has directed the Department of Agriculture and Environment to coordinate with the Provincial Military Command, irrigation works exploitation companies and local authorities to maintain serious on-duty, grasp flood developments, and promptly report to the Provincial Civil Defense Command for handling measures.
At the same time, it is recommended to support essential goods and emergency relief equipment for people in flooded areas, especially in communes in the old Yen The district, where the damage was the largest.
It is forecasted that in the next 24 hours, floods on the Thuong and Cau rivers will remain high, likely exceeding alert level III by 0.2 - 0.3m.
The authorities continue to patrol the guard posts, reinforce the dykes, pump water and protect important works, to ensure absolute safety for the downstream residential areas.
