Hai Phong increases rental prices for a series of public property apartments

From 2025, Hai Phong City will adjust the rental price of public property apartments in the area, instead of collecting the same price of about 10,000 VND/m2 as before.

Reasons for increasing apartment rental prices

In early 2025, many households renting apartments in Hai Phong were upset when the rental price suddenly increased many times compared to before. For example, at HH4 Dong Quoc Binh apartment building, the rental fee in 2025 is 31,635 VND/m2/month, more than 3 times higher than the period from 2020 - 2024 (10,000 VND/m2/month).

In response to the people's reaction, the Department of Construction of Hai Phong City sent a document to the Propaganda Department of the City Party Committee to provide information on this content. Accordingly, after renovating and constructing new apartments in the city, the Hai Phong City Party Committee approved the proposal of the City People's Committee to temporarily collect housing rental fees in apartments at a price of about 10,000 VND/m2/month.

This temporary rental price is no longer consistent with the actual value of the apartment and market price level. Comparing to neighboring provinces of Hai Phong with similar living standards such as Quang Ninh, Hai Duong and Bac Giang, the rental price of social housing also ranges from 31,300 VND/m2 to 165,000 VND/m2, depending on the project and not including other service costs.

In Hai Phong, the rental price of HH3-HH4 Dong Quoc Binh apartment in early 2025 is about 31,635 VND/m2/month and after 2025, the rental price is about 72,914 VND/m2/month. This price is within the rental price range for social housing in provinces and cities with similar living standards and is significantly lower than in high-developed areas such as Ho Chi Minh City (175,000 VND/m2).

It is worth mentioning that the authorities also pointed out the situation of some households receiving houses belonging to public property but not living but renting them out at a price much higher than the price of temporary collection or reselling of the house. Therefore, the city has issued rental prices for houses in apartments belonging to public assets based on calculations according to Government instructions. Adjusting rental prices in accordance with the actual value of apartments and market prices and ensuring the principle of recovering construction investment capital, avoiding loss of state assets. At the same time, create resources to maintain, maintain and develop sustainable social housing funds.

Support for policy family rent

In addition to the decision to increase rental prices, the city has also issued a policy to support house rental for policy beneficiaries, poor and near-poor households.

Specifically, the City People's Council issued Resolution No. 25/2024/NQ-HDND dated December 6, 2024 stipulating policies to support emergency relocation for households and individuals who are using houses in old, dangerous apartment buildings and supporting rent in apartments belonging to public property.

Accordingly, in public property apartments (Khuc Thua Du 5-storey area, 7 floors Vinh Niem 7 floors, 5 floors Cat Bi (T area), 5 floors Kenh Duong, 9 floors Dong Khe, 9 floors lot 27 Le Hong Phong, N1-N2 Le Loi, U19 Lam Son; D2 Dong Quoc Binh, HH1 - HH2 Dong Quoc Binh, HH3 - HH4 Dong Quoc Binh; 5-storey apartments in Hai Son and Do Son wards, households with meritorious services to the revolution are supported from 65 to 100% of housing rental depending on each subject. Poor households, near-poor households and social protection beneficiaries are supported with 60% of house rental.

The Hai Phong City Department of Construction said that this policy is a great effort of the city to share the cost burden with people in the most difficult circumstances, ensuring that no one is left behind.
