Ms. Mai Thi Hong (character's name has been changed) is a primary school teacher from 2012 to 2021 under a labor contract of less than 12 months. She is fully covered by social insurance.
During those years, she also participated in competitions for excellent teachers at school and district levels and was an emulation fighter, receiving a certificate of merit from the province.
After becoming an official payroll, Ms. Hong used the above achievements to consider early salary increase, and was told that her achievements were not included in the salary increase because they were achievements when she was a contract employee.
Then, when the locality had a promotion review of the professional title of teacher from Grade III to Grade II, she continued not to be considered for promotion to the professional title.
"When I joined the payroll, I had to return to receive the first salary levels. So when I was a contract teacher, what achievements did I strive for?" - Ms. Hong reflected.
Regarding Ms. Hong's reflection and recommendation, the Ministry of Home Affairs responded on the Electronic Information Portal.
According to the Ministry of Home Affairs, the consideration of promotion of professional titles for primary school teachers is carried out according to Circular No. 13/2024 dated October 30, 2024 of the Minister of Education and Training stipulating standards and conditions for considering promotion of professional titles for preschool teachers, public primary school teachers and university reserve teachers.
Article 5 of the Circular clearly states that primary school teachers are eligible to register for consideration for promotion to the professional title of primary school teacher grade II (code V.07.03.28) when meeting the following standards and conditions:
Having been appointed to the professional title of primary school teacher grade III (code V.07.03.29).
During the time of holding the title of professional teacher of grade III and equivalent, there were 3 years of work adjacent to the year of the promotion of professional titles ranked quality at the level of good tasks or more; have good political qualities, good professional ethics; not within the time limit for discipline; not during the implementation of regulations related to discipline in accordance with the Party's regulations and the law.

Meet the requirements for the duration of holding the professional title of primary school teacher grade III (including the duration of holding the equivalent rank) as prescribed in Clause 4, Article 2 of Circular No. 08/2023.
In case the teacher before being recruited or accepted has worked in accordance with the provisions of law and has paid compulsory social insurance, it shall comply with the Government's regulations in Point d, Clause 1, Article 32 of Decree No. 115/2020/ND-CP, which has been amended and supplemented in Clause 16, Article 1 of Decree No. 85/2023.
The Ministry of Home Affairs recommends that Ms. Hong contact the Ministry of Education and Training and the unit where she works for resolution.
