Merging schools that do not ensure safety, reducing many management focal points
Many localities are proposing plans to arrange and merge schools to streamline the apparatus but still ensure access to education. The general principle is to merge schools that are small in scale, do not have enough minimum classes or have many scattered school sites that cause difficulties for management, personnel arrangement and investment in facilities; schools that meet the conditions can continue to be kept stable.

In Quang Tri, the Department of Education and Training proposed merging Nguyen Huu Than High School because it has not reached the minimum scale, with two options: merging into an inter-level secondary-high school or merging into a neighboring high school, expected to be implemented from the 2026-2027 school year. Meanwhile, Ninh Binh maintains the high school system, and at the same time rearranges continuing education centers and kindergartens, primary schools, and secondary schools with lower-level classes.
Many localities such as Ho Chi Minh City, Thanh Hoa, Phu Tho, Ha Tinh, Ca Mau, Cao Bang have been and are implementing mergers; Quang Ninh is the first province to complete, sharply reducing the number of schools and management focal points. On December 26, 2025, the Ministry of Education and Training issued Decision 3588/QD-BGDDT, selecting the set of textbooks Connecting Knowledge with Life of the Vietnam Education Publishing House (NXBGDVN) as a set of general education textbooks for unified use nationwide from the 2026-2027 school year. The selection was affirmed by NXBGDVN to have a full political, legal and practical basis.

The compilation team includes 431 authors, including 151 professors, associate professors and 137 doctors; English textbooks applying AI support personalized learning, speaking and writing practice.
According to statistics, Connecting Knowledge with Life is the textbook set with the highest choice rate in educational institutions for many years. From 2026, when the Law on Teachers takes effect, teachers nationwide are expected to enjoy new preferential treatment regimes in terms of salary and allowances, including special salary coefficients and allowances according to the nature of work and work area.
