10th grade enrollment: Nearly 60,000 Hanoi students are expected to have no chance to enter public schools
The 10th grade public high school entrance exam for the 2026-2027 school year in Hanoi is expected to take place in two days, May 30-31, with three subjects: Math, Literature and Foreign Language. Candidates registering for specialized schools such as Hanoi - Amsterdam High School for the Gifted, Chu Van An High School, Nguyen Hue High School and Son Tay High School will take additional specialized subjects on June 1.

According to the plan of the Hanoi Department of Education and Training, in the 2025–2026 school year, the city will have about 147,000 secondary school graduates, of which about 88,000 will be admitted to 10th grade public schools, and about 59,000 students will study at private schools or vocational education institutions. The admission score is calculated by the total score of three exam subjects plus priority points and encouragement points, taken from high to low until the quota is met.
Currently, Hanoi has 124 public high schools (including 4 specialized schools, 117 non-specialized schools and 3 financially autonomous schools). According to the draft master plan of the Capital, from 2031-2045, the city needs to build 91 more high schools to meet learning needs, and prioritize investing in schools in 33 wards and communes that are still short of schools, mainly in densely populated areas such as Cau Giay, Hoang Mai, Long Bien, Tay Ho, Tu Liem and Ha Dong. Hanoi plans to merge small-scale universities
Hanoi City People's Committee is seeking people's opinions on the Master Plan of Hanoi Capital with a 100-year vision, which orients the reorganization of the network of higher education and training institutions to improve training quality, meeting the human resource needs to serve socio-economic development of the Capital and the whole country.
According to the plan, many universities and colleges will be relocated out of the inner city area to reduce infrastructure pressure and form universities and clusters concentrated in satellite cities. Key areas include Hoa Lac, Xuan Mai, Thach That, Son Tay and Soc Son, in which Hoa Lac is identified as the nucleus of the Western city with a modern university urban model, associated with research and innovation. Ministry of Education and Training clarifies teaching norms for primary school homeroom teachers
The Ministry of Education and Training said that the working regime of general education teachers is regulated in Circular 05/2025/TT-BGDĐT. Accordingly, the average teaching time limit for primary school teachers is 23 periods/week.

For teachers assigned to be homeroom teachers, the regulations allow a reduction of 4 teaching hours per week compared to the general norm. This reduced time is used to perform the tasks of homeroom teachers such as class management, class activities, parent meetings, student monitoring and handling tasks related to class records.
Thus, primary school teachers working as homeroom teachers will have a teaching norm of 19 periods/week, lower than teachers who do not work as homeroom teachers.
