Standards and conditions for receiving Certificates of Merit from the Minister of Education and Training
Readers reflected difficulties in understanding the standards for considering Certificates of Merit of the Ministry of Education and Training according to Circular 29/2023/TT-BGDĐT. Specifically, the regulation requires individuals to have 2 consecutive times achieved the title "Grassroots Emulation Soldier" or 2 consecutive years of excellent task completion, and at the same time "have 2 initiatives or have 2 scientific topics" recognized and effectively applied within the grassroots level.
The problem lies in the understanding of the phrase "2 initiatives or 2 scientific topics". Some opinions suggest that there must be enough 2 initiatives or enough 2 topics to meet the conditions; while another understanding suggests that only a total of 2 achievements is needed, which may include 1 initiative and 1 topic, because the regulation uses the word "or".
Responding to this issue, the Ministry of Education and Training said that the above regulation is extracted from the Law on Emulation and Commendation and has clearly stated: individuals must have one of two types of achievements, that is, either 2 initiatives, or 2 scientific topics (or equivalent works or projects). On the construction site of the Inter-level Boarding School project in Dien Bien after Tet
After the Lunar New Year, the construction site of the Thanh Nua Inter-level Boarding Primary and Secondary School project (Thanh Nua commune) has become bustling again. Nearly 100 workers returned to work from the 6th day of Tet; currently the contractor maintains more than 300 workers simultaneously constructing many items. The project started on November 9, 2025, with a total investment of more than 224 billion VND, scale of 30 classrooms, 13 subject rooms, 99 dormitory rooms; progress reached about 45% and was required to construct "3 shifts, 4 crews" to complete before August 30. 8.
With the same momentum, the project of Thanh Yen Inter-level Primary and Secondary School (Thanh Yen commune) with a total capital of 200 billion VND from the central budget is also accelerating. More than 100 workers, mainly local workers, have returned to the construction site; ground leveling has reached about 90%, the rest will be completed after site clearance.
Regarding main construction, the primary school block in Thanh Yen is constructing the 2nd floor body (reaching about 35%), the secondary school block is installing floor girder molds on the 1st floor (about 30%). The total construction value reaches over 35% of the volume; the investor sets a target to complete before August 30 to be ready to welcome the new school year, and at the same time continue to urge the contractor to ensure progress and quality for the key project in Dien Bien.
