On December 13, speaking with a reporter from Lao Dong Newspaper, Mr. N.V.A - a junior high school teacher in Ha Tinh, informed that the school is currently accepting applications for civil servant promotion.
When the teacher asked about the content of the application, the principal texted with the content: "For a professional title certificate, only 1 certificate is required for all grades, no need to study at a higher level. For foreign language certificates: if the grades are higher than the foreign language requirements level equal to the current grades, it is not necessary, for example, if Grade II requires a foreign language level 2, Grade III also requires a second level, there is no need to submit the certificate (with a decision on the accompanying competency framework). For evidence that can be used in IT, there is currently no exemption regulation".
According to Mr. N.V.A, with the above instructions, it means that teachers still have to submit English and IT certificates in their teacher promotion documents. While according to research, since 2023, the Ministry of Education and Training has issued Circular No. 08/2023/TT-BGDDT, which no longer stipulates that the content of the dossier for considering teacher promotion must have a certificate of IT or foreign language.
"The principal's instructions like that make teachers very confused and worried. Many people have to find ways to get IT and foreign language certificates for the full content of their documents, which costs more than the actual cost" - Mr. N.V.A said.
The reporter conveyed the above concerns to the leaders of the Department of Education and Training of Ha Tinh and was answered: Currently, the Department has only requested schools to review and make a list of qualified and standard teachers who need to be sent to the Department for synthesis and development of plans to organize promotion consideration, but has not yet requested specific consideration from schools.
After having specific data, the Department will have a detailed guidance document, develop a set of criteria for consideration in order of priority, by scale, seek opinions from relevant departments and branches and publicly announce them for the schools to consider, fully synthesize, and send to the Department. On that basis, the Department will establish a specific Admissions and Reviews Council and make decisions in accordance with regulations, ensuring fairness and objectivity.
It is known that in Nghe An, after Circular No. 08/2023/TT-BGDDT took effect, the Department of Education and Training of Nghe An abolished the regulation that teachers must have a certificate of information technology and foreign languages in the promotion application.
