At the Fourth Session (specialized session) on the afternoon of July 30, delegates of the People's Council of Can Tho City voted to approve the Resolution stipulating policies to support teachers and staff at public preschool education institutions in Can Tho City.
Accordingly, the subjects of application are teachers and staff (including teachers and staff working under labor contracts according to legal regulations) at public preschool education institutions, teachers and staff of preschool levels at the Pedagogical Practice School in Can Tho City.
Teachers and staff applied in this Resolution do not include subjects entitled to support funds to participate in the implementation of universal preschool education for children from 3 to 5 years old (Clause 4, Article 5 of Decree No. 277/2025/ND-CP detailing the implementation of Resolution No. 218/2025/QH15 on universal preschool education for children from 3 to 5 years old).
Regarding the support level, Can Tho supports 960,000 VND/person/month, enjoying a maximum of 9 months/school year. According to estimates, the total implementation cost is about 27.4 billion VND from the Can Tho City budget.
According to the People's Committee of Can Tho City, in the 2025-2026 school year, there are 381 kindergartens and preschools in Can Tho City, divided into: 329 public schools and 52 non-public schools (51 private schools, 1 public school).
Can Tho has 3 inter-level schools with preschool children, including 1 public school (My Xuyen Ward Pedagogical Practice School) and 2 private schools. Currently, there is a shortage of 1,032 teachers to ensure the maximum number of teacher norms/group, class according to Clause 1, Article 5 of Circular No. 19/2023/TT-BGDDT dated October 30, 2023 of the Minister of Education and Training guiding job positions, civil servant structure according to professional titles and norms for the number of people working in public preschool education institutions, shortage of 608 teachers in the payroll due to not being recruited in time.
Preschool teachers have a large workload, the actual working time is often longer than regulations; they must care for and educate children of many ages, ensure safety, and perform many professional tasks. However, current income is still limited, not commensurate with job requirements, leading to the risk of human resource shortage.
This support helps attract teachers to participate in recruitment into public preschool education institutions; creating conditions to partially support the lives of preschool teachers to retain the team to effectively perform political tasks.
