Project of 5 intersections in Can Tho at risk of being missed due to site clearance problems

Can Tho - The project to renovate and expand 5 key traffic intersections in the city is difficult to complete in 2026 when site clearance is less than 10%.

According to the Can Tho City Civil and Industrial Construction Investment Project Management Board (PMB), by mid-July 2026, the project had only disbursed more than 90 billion VND out of the total 300 billion VND of capital allocated for 2026, reaching about 30%.

The biggest bottleneck currently is still site clearance. In the total area of nearly 18,300 m2 to be recovered, so far only about 1,779 m2 has been handed over, equivalent to less than 10%.

Among the 5 intersections of the project, only intersection No. 4 has enough ground for the contractor to deploy according to the design. Intersection No. 1 has only been handed over about 850 m2, while intersections No. 2, 3 and 5 still do not have ground for construction.

Although compensation payments have been implemented quite largely with more than 448 billion VND spent on people and organizations, many dossiers have not been completed due to obstacles in determining the origin of land, specific land prices and related procedures.

Notably, at intersection No. 1, the settlement of 24 cases of land use that were cut off from the road boundary but did not meet the compensation conditions has not been completed even though it has exceeded the deadline according to the conclusion of the City People's Committee. This is one of the reasons why the handover of land continues to be prolonged.

At intersection No. 3 and No. 5, the locality is coordinating with a consulting unit to determine land prices to serve as a basis for preparing a compensation plan. However, this process is slower than planned. The Project Management Board has repeatedly sent documents requesting the locality to accelerate progress in order to soon complete compensation, support and site handover.

According to statistics, intersection No. 3 has completed the counting of all 117 affected households and basically completed the legal review. Meanwhile, intersection No. 5 has counted 65 households, and at the same time deployed land acquisition notices for eligible cases.

Even at intersection No. 4 - where construction is underway - about 24 more households with an area of more than 213 m2 still need to continue to be treated to complete the sidewalk according to the design boundaries.

Faced with the fact that the site clearance progress has not met the requirements, the Project Management Board assessed that the project is unlikely to be completed in 2026 as planned. This unit has proposed to the Can Tho City People's Committee to allow adjusting the project implementation time to 2027, and at the same time extending construction contracts, supervision consulting and insurance for the remaining intersections.

The PMB also requested relevant agencies to urgently remove obstacles related to compensation, soon determine land prices at intersections No. 3 and 5, complete the compensation plan in August and hand over the entire site in September 2026. At the same time, electricity, water supply and telecommunications units are requested to accelerate the relocation of technical infrastructure to create conditions for contractors to construct immediately when there is site clearance.

The project to renovate and expand 5 key traffic intersections is of great significance in reducing traffic congestion, improving traffic capacity, contributing to urban beauty and promoting socio-economic development of Can Tho City.

The project to invest in construction, renovation and expansion of 5 intersections was approved by Can Tho City People's Committee in November 2023, with a total investment of more than 1,196 billion VND.

5 intersections are being renovated including: intersection No. 1 (Mau Than - 3 Thang 2 - Tran Hung Dao); intersection No. 2 (Mau Than - Nguyen Van Cu - Vo Van Kiet); intersection No. 3 (Nguyen Van Linh - Nguyen Van Cu); intersection No. 4 (Nguyen Van Linh - 3 Thang 2) and intersection No. 5 (Nguyen Van Linh - 30 Thang 4).
