The Office of the Hanoi People's Committee issued Notice No. 752/TB-VP dated November 23, 2025 on the conclusion of Vice Chairman of the City People's Committee Vu Thu Ha at the conference to review and draw lessons in organizing boarding meals for students in the city.
According to the conclusion, the City People's Committee requested the Standing Committee of the Party Committee, requiring the People's Committees of wards and communes to focus on directing the serious and effective implementation of Resolution No. 18/2025/NQ-HDND of the City People's Council, the direction of the City People's Committee on organizing boarding meals for students; directing the review of the entire process of organizing boarding meals for students, ensuring proper implementation of the process, strict control of food sources, timely detection of violations; reviewing and handling collective and individual responsibilities if violations occur.
Proactively implement measures to ensure food safety, strengthen regular and surprise inspections of units providing ingredients and meals at schools; closely monitor the organization of boarding meals for students at educational institutions in the area; in case of detecting violations, immediately stop the supplier, arrange a replacement unit that meets all conditions.
Assign the Department of Health to preside over and coordinate with the Department of Industry and Trade, Agriculture and Environment, Finance, Education and Training and related units to urgently review, advise, and report to the City People's Committee and the City Food Safety Steering Committee for consideration, amendment, and supplementation of Instruction No. 02/BCD-HD, and report to the City People's Committee before November 25, 2025.
Advising the City People's Committee to issue a boarding meal organization process for students, to be completed before November 25, 2025, at the same time, prepare content and implement training on food safety according to the direction of the City People's Committee in Notice No. 737/TB-VP.
The Departments of Health, Industry and Trade, Agriculture and Environment proactively strengthen state management of food safety related to the organization of boarding meals for students, promptly inspect, detect, and strictly handle violations (if any) according to their authority, report to the City People's Committee and the City Food Safety Steering Committee for contents beyond their authority. Implement the public announcement of the list of sources of safe food ingredients under management.
The Department of Culture and Sports strengthens communication work, timely and complete information on activities to organize boarding meals for students. Raising awareness of schools, teachers, and parents about ensuring food safety in organizing boarding meals; publicizing violating facilities, remedial measures, and handling violations by competent authorities on mass media.
Heads of the City's Departments, branches and sectors, Chairmen of People's Committees of wards and communes strictly implement the direction of the Chairman of the City People's Committee in Document No. 5152/UBND-KGVX on strengthening the work of ensuring food safety for boarding meals for students.
