After Circular 29, the price of extra classes and extra classes increased

Mr. Cuong assessed that after 1.5 months of implementing Circular 29, students' proactiveness has increased. They are truly "returned their childhood". In addition, Circular 29 helps schools proactively implement the school year plan program, bringing honor to teachers.
However, the implementation of Circular 29 also revealed many shortcomings. That is, the number of centers and business households involved in extra teaching and learning has increased; the price of extra teaching has also increased.
"According to surveys at the commune and ward levels, the tuition fee collection is much higher than before. Although this is a voluntary agreement between parents and the center" - Mr. Cuong said.
According to the Director of the Hanoi Department of Education and Training, it is estimated that there are currently about 15,000 centers and business households in the city that come to teach and learn extra classes. This leads to pressure on time and resources for regular inspection and examination.
"The number of centers is large, while the number of people performing tasks is very small. Therefore, the issue of inspection and examination to ensure compliance with state management functions is difficult at the commune and ward levels" - Mr. Cuong raised the issue.
The head of the capital's education sector also wondered that currently, Circular 29 does not have regulations and sanctions for violations of extra teaching and learning. Therefore, he suggested that the Ministry provide specific guidance so that localities have a basis for implementation.
Some localities are still confused in implementing extra teaching and learning

Informing about the implementation of Circular 29 in recent times, Mr. Thai Van Tai, Director of the Department of General Education, Ministry of Education and Training, said that the Ministry has directed localities to strengthen inspection, examination, and supervision of the implementation of regulations on extra classes; establish inspection teams and conduct direct inspections in 6 provinces and cities.
Up to now, 44 provinces and cities have sent reports on the implementation of Circular 29 to the Ministry; there are still 19 provinces that have not sent reports.
Currently, 4 provinces have issued regulations on additional teaching and learning of the province, based on Circular 29 (Long An, Ca Mau, Hai Duong and Binh Duong). It is expected that by April 2025, the remaining localities will issue this regulation.
The Ministry of Education and Training assessed that Circular 29 coming into practice has brought many positive changes.
For students, the provisions of the Circular have limited the widespread and unregulated situation of extra classes, schools focus on improving the quality of teaching and learning in the main curriculum, ending extra classes with fees in schools, creating conditions for students to access knowledge without pressure from studying and finance.
Students have the opportunity to practice self-study skills, self-discovery, self-awareness and develop independent thinking ability right from primary school, balance learning and developing other skills, helping to connect children and parents.
Strict regulations on teachers who are not allowed to teach extra classes contribute to ensuring fairness in education, reducing the gap in learning opportunities between students, limiting conflicts of interest, and unfairness in assessment and teaching.
For teachers, the regulation that teachers are not allowed to teach their own students helps avoid bad reputation for teachers who teach extra classes legitimately, strengthening the prestige and honor of teachers. Teachers' awareness of income tax obligations and the value of professional self-medication have also changed.
However, according to Mr. Thai Van Tai, up to now, there are still localities that are slow to issue guiding documents and issue regulations at the local level, leading to confusion in implementation; the coordination between departments and branches in implementing regulations on extra teaching outside of school in some places is not timely, so a number of teachers who need to teach extra teaching are confused and worried.
The Ministry of Education and Training said that one of the things that needs to be done to make the implementation of Circular 29 sustainable in the coming time is to effectively implement "3 no's" and "4 precious" in implementing Circular 29.
The five are not: No " knocking on drums and giving up the buckwheat"; no commitment; no leniency; no transformation; no talking difficult but not doing.
The four topics are: the role of education managers at all levels; the spirit of self-respect and self-respect; the spirit of teachers' dedication to students; the self-awareness and self-study of students; the role of school - family - social relationships.
