Reporters from Lao Dong newspaper received feedback from many teachers in Huong Khe district, Ha Tinh about their being transferred to work in disadvantaged areas according to the district's regulations, and their service period has now expired but there has been no decision to transfer them back to the old unit.
Many people expressed concern, worry, and fear that after the district level ends its operation, no agency will come to resolve the issue.
On June 18, speaking with a reporter from Lao Dong Newspaper, Mr. Phan Quoc Thanh - Head of the Department of Education and Training of Huong Khe district - said: "From April 2025, the department has issued a document proposing that the District People's Committee transfer 68 teachers and staff whose service period has expired from the disadvantaged area to the old work unit. However, the District People's Committee responded that it has not been resolved due to the organization and arrangement of the apparatus, waiting for the two-level government model to be officially operated".
Mr. Thanh added that after discussing with the leaders of the Ha Tinh Department of Education and Training, the parties agreed: After the two-level local government model comes into operation and the Law on Teachers officially takes effect, the department will receive and transfer all of the above teachers back to their previous workplaces.
On the same day, Ms. Nguyen Thi Nguyet - Director of the Department of Education and Training of Ha Tinh province - also confirmed the above information and said: "For teachers in Huong Khe district who have completed their duty period, the department will transfer them back to the old unit".
"Teachers can rest assured in their work, the department will be responsible for receiving all issues of the previous district level regarding the payroll and apparatus; resolving them reasonably, with affection and humanity, ensuring their rights and creating the most favorable conditions for teachers to continue working and contributing to the industry" - Ms. Nguyen Thi Nguyet affirmed.
