On March 8, according to a report from the Department of Education and Training (GDDT), in the 2024-2025 school year, Hai Phong City has 748 educational institutions (633 public educational institutions, 119 private educational institutions); 357 foreign language centers, foreign language facilities, information technology, life skills, and knowledge development outside of school hours; The total number of students is 538,297.
Accordingly, before Circular No. 29 was issued, the number of licensed tutoring institutions included 150 enterprises that had been granted a business registration certificate in the field of education by the Department of Planning and Investment; 105 knowledge training centers licensed by the Department of Education and Training.
Since Circular No. 29 was issued and took effect, the number of newly registered organizations/individuals from January 2025 to February 28, 2025 at the Department of Planning and Investment of Hai Phong City has 278 facilities, an increase of 184.73% over the same period last year, equal to 85.8% over the whole year of 2024. The Department of Education and Training has granted licenses to 14 facilities.
At the Financial Planning Department of districts and towns (units licensing business establishments) since Circular No. 29 was issued, up to now, 678 business establishments have been licensed to do business in the field of education in 14 districts, towns and cities (except for Bach Long Vi island district) licensed to do business in the field of education. Of which, the largest is Thuy Nguyen City with 130 facilities. Next are Hai An district (98 facilities), Ngo Quyen district (83 facilities), Le Chan district (66 facilities), Kien An district (61 facilities), An Duong (50 facilities). At least Do Son district and An Lao district with 8 and 6 facilities respectively.

According to the assessment of the Department of Education and Training of Hai Phong City, Circular 29 helps education management units have a clearer legal basis to manage extra teaching and learning activities as well as limit the situation of widespread and unregulated extra teaching and learning.
At the same time, it contributes to ensuring fairness in education, reducing the gap in learning opportunities between students. Limit the situation of teachers teaching extra classes to students who are teaching in class, causing unfairness in assessment and teaching. Reduces pressure on students and parents to attend extra classes.
Since Circular 29 took effect, the Hai Phong Department of Education and Training has organized 3 inspection teams on extra teaching and learning at schools in the area. The results show that schools basically comply with the regulations on extra teaching and learning. The Department of Education and Training has also publicly announced the place to receive citizens at the agency's headquarters and the phone number used to receive and handle feedback on extra teaching and learning in the city.
