Deputy Minister Pham Ngoc Thuong, Head of the delegation, had a working session with the Department of Education and Training of Hai Phong City on the implementation of Circular No. 29 dated December 30, 2024 of the Minister of Education and Training regulating extra teaching and learning in Hai Phong City.
Attending the meeting were representatives of the City Police, specialized departments under the Department; Heads of the Department of Education and Training of districts; Principals of schools in the city.
Mr. Bui Van Kiem - Director of the Department of Education and Training of Hai Phong City reported to the Inspection Team: Immediately after Circular 29 was issued, the Department held a meeting with Principals of High Schools and the Department of Education of districts, towns and cities to propagate and disseminate the content of the Circular, ensuring correct understanding and correct implementation of regulations.
At the same time, the Department also received opinions from management staff, teachers, parents and students to have instructions and guidance suitable to reality; Establishing inspection and supervision teams to disseminate and implement the Circular at a number of educational institutions, to ensure proper implementation of regulations and timely adjustment of issues arising during implementation.
The Department of Education and Training has requested schools to strictly implement and not use any form to force students to take extra classes. The issuance of regular testing and assessment questions must be consistent with requirements, not creating pressure for students to take extra classes to pass exams and tests.

Currently, schools have allowed senior students to voluntarily register for training, with 2 periods/subject/student taught for free. Schools also increase collective education activities, do sports in the afternoons and launch a self-study movement among students. Currently, the Department is drafting a Decision on regulations for extra teaching and learning in the city, sent to the Departments, branches, sectors and localities for comments on completion.
At the meeting, delegates said that units strictly implement the provisions of circulars and circulars; the circular helps education management units have a clearer legal basis to manage extra teaching and learning activities, limiting the widespread and unregulated situation of extra teaching and learning.
Delegates also shared that while the demand for extra classes of students and parents is still high, the implementation of Circular 29 still faces some difficulties, especially in managing extra classes and extra classes outside of school. Inspection and supervision work requires close coordination between functional units and the education sector, and requires strong enough resources and human resources.
Deputy Minister of Education and Training Pham Ngoc Thuong said that the policy of banning extra classes has been widespread for many years, but it has not been implemented completely. However, it is time to resolutely implement this teaching situation and create a creative, comprehensive educational environment, improve self-study capacity, access, and problem solving for students.
Deputy Minister Pham Ngoc Thuong suggested that the Hai Phong education and training sector should synchronously deploy solutions on communication and expertise, strengthen facilities, arrange a reasonable team of teachers, and focus on inspection and examination work. Innovating teaching methods, ensuring compliance with the program in the direction of promoting students' abilities as well as the role of teachers in guiding, inspiring, helping students to self-study, self-awareness, and proactiveness in learning.
In the 2024-2025 school year, Hai Phong city has 748 educational institutions (633 public educational institutions, 119 private educational institutions); 357 Foreign Language Centers, foreign language facilities, information technology, life skills, and knowledge development outside of school hours. The whole city has 19,737 teachers and 538,297 students.
