The Department of Education and Training (GDDT) of Ho Chi Minh City has just issued a document to implement Resolution No. 80/2025 of the Ho Chi Minh City People's Council on policies to support preschool children, general education students, continuing education students and students at specialized public educational institutions in Ho Chi Minh City.
According to Resolution 80, the policy is applied to students in one of the following cases: orphans of both parents; orphans of parents and abandoned by the other, currently living with grandparents or caregivers but these people have also passed away; disabled students with certificates according to regulations; students with parents, grandparents or caregivers belonging to poor households, near-poor households according to local poverty standards.
The Resolution stipulates many supporting contents to help parents reduce the burden of cost at the beginning of the school year and create conditions to maintain daily learning for students.
In which, Ho Chi Minh City supports lunch meals for students based on actual costs incurred at the school, up to no more than 40,000 VND/student/day. This support is calculated based on the number of actual meal days in the school year.
In addition, students are also supported with money to buy uniforms according to each level of education, including: preschool 300,000 VND/year; elementary school 400,000 VND/year; junior high school 450,000 VND/year; high school 500,000 VND/year. In the 2025-2026 school year alone, uniform support levels are applied equal to 50% of the above levels.
In addition, Resolution 80 also stipulates support for educational services, including services serving educational activities and extracurricular programs, according to the actual level at each educational institution but not exceeding the ceiling prescribed by Ho Chi Minh City.
The supporting contents, except for uniform fees, are calculated according to the actual study time and not exceeding 9 months in a school year.
Resolution 80 takes effect and is applied from January 1, 2026. Therefore, the Ho Chi Minh City Department of Education and Training requests educational institutions to urgently review and identify the right beneficiaries to proactively implement the policy.
Based on the enrollment dossier and certified copies of relevant documents, the school determines the beneficiaries of support.
Orphaned learners of both parents must have a social allowance decision, a certificate of orphanhood issued by the People's Committee of the commune, ward, special zone or a death certificate of both parents.
Learners who are disabled must have a certificate of disability or a social allowance decision issued by the People's Committees of communes, wards, and special zones.
In case students belong to poor and near-poor households, they need to have a certificate from the People's Committee of the commune, ward, and special zone according to local poverty standards.
The Ho Chi Minh City Department of Education and Training also requires management officials of educational institutions to be responsible for compiling a list of beneficiaries and sending it to functional agencies to allocate funds for implementation. Education units must report the cost needs before January 31, 2026 to ensure timely payment to students.
