Urgently allocate funds for payment
On March 10, information from Thanh Hoa Provincial People's Committee said that the Chairman of the Provincial People's Committee has just issued a document directing and requesting departments and branches to review and quickly pay overtime teaching fees to teachers in communes of old Muong Lat district.
The Chairman of Thanh Hoa Provincial People's Committee assigned the Department of Finance to preside over and coordinate with relevant units to study the proposal of Thanh Hoa Department of Education and Training on March 2, 2026; based on regulations and the actual situation of the locality to guide units to implement the payment of overtime teaching fees, exceeding norms for teachers in accordance with regulations. At the same time, advise and propose to the Provincial People's Committee to consider contents beyond their authority.
Previously, Thanh Hoa Department of Education and Training said that in the second semester of the 2023 - 2024 school year and the 2024 - 2025 school year, teachers at schools in the old Muong Lat district generated more than 42,000 overtime teaching periods (overtime teaching).
Teachers in communes with overtime teaching include: Pu Nhi commune 5.865 periods; Muong Chanh 258 periods; Muong Lat 4, 228 periods; Nhi Son 3, 684 periods; Trung Ly 9, 323 periods; Quang Chieu 7, 978 periods; Tam Chung 5, 132 periods and Muong Ly 6, 927 periods. To date, these localities have not yet paid overtime teaching fees to teachers.
According to Thanh Hoa Department of Education and Training, in 2024 and 2025, the funding for education and training was allocated in the annual state budget balance for the old Muong Lat district, which does not include the funding for overtime teaching regime for teachers. After implementing the two-level local government model from July 1, 2025, the People's Committees of communes faced many difficulties in allocating funding to pay this amount. Therefore, the payment has not been made.
In order to ensure the rights of teachers and resolve the recommendations of localities, the Thanh Hoa Department of Education and Training has requested the Provincial People's Committee to direct the People's Committees of communes under the old Muong Lat district to organize inspections and reviews of the entire overtime teaching regime of teachers.
Teachers hope to receive tutoring fees soon
Previously, reflecting to Lao Dong Newspaper, representatives of leaders of many schools and teachers in communes of old Muong Lat district said that they hope to soon receive overtime teaching money to partly cover living expenses.
Mr. Nguyen Duy Thuy - Principal of Trung Ly Ethnic Minority Boarding Secondary School, Trung Ly commune, Thanh Hoa province - shared that the delay in paying overtime tuition takes place in the 2024 - 2025 school year and one semester of the 2023 - 2024 school year.
The school has about 7-8 teachers who have not been paid this amount of money, with the number of extra classes up to thousands of periods. When it was still at the Muong Lat district level, functional agencies also specifically statistically analyzed at the schools, but due to the lack of funding, it has not been paid yet" - Mr. Thuy informed.
According to Mr. Thuy, at the school, the highest is about nearly 100 million VND, and the lowest is more than 10 million VND. Most teachers who have extra classes hope to receive this amount of money soon.
Teacher Le Van Quang - English teacher, Trung Ly Ethnic Minority Boarding Secondary School - said that due to the characteristics of mountainous areas lacking teachers, including English, to meet learning needs, teachers have tried to teach more periods.
“I myself have about nearly 1,000 overtime classes from previous school years. Not only me but many other teachers in Muong Lat (old) area also hope that the functional sector will soon pay this amount of money to partly cover their family's living expenses” - teacher Quang said.
