The Ministry of Education and Training (MOET) on August 6 said that the rate of candidates recognized as having graduated from high school this year is about 99.2%, a slight decrease compared to 99.4% last year. This is the first group of candidates to graduate under the 2018 general education program (new program). Therefore, the formula for considering high school graduation has also changed.
Accordingly, the graduation score includes the scores of 4 subjects candidates taking the exam (accounting for 50%); the average score of grades 10, 11 and 12 (accounting for 50%) and priority and encouragement scores. Compared to before, the ratio of transcript scores increased from 30 to 50% and included grades 10 and 11, instead of only calculating grade 12 scores.
Those who failed the entrance exam mean they do not have a graduation certificate and are not eligible for university admission. However, according to the regulations, this group is granted a certificate of completion of the general education program. Students can register for the exam to get a graduation certificate when needed or study vocational education.
The whole country this year has more than 1.16 million candidates taking the high school graduation exam, with more than 1.12 million students in grade 12 alone. At the end of the 2025 high school graduation exam, statistics from the Ministry of Education and Training show that nationwide, a total of 41 candidates were suspended from the exam for using documents and bringing phones into the exam room, of which 22 students were in the Literature exam, 12 students were in the Math exam and 7 students were in the optional and combined exam.
As of 5:00 p.m. on July 28 - the deadline for admission on the Ministry of Education and Training's System, 849,544 candidates have registered for admission, accounting for 73.23%. Thus, more than 310,400 candidates have not registered for university and college admissions in 2025.
