The event of the first Congress of the Party Committee of the People's Committee of Hung Yen province, term 2025 - 2030, held on July 30 and 31, is an important milestone marking a new step in the development of the Party organization.
The foundation for the breakthrough phase
In the past term, the Party Committee of the People's Committee of Hung Yen province has clearly demonstrated its core role in concretizing and effectively implementing the Party's policies and the State's policies. With the spirit of innovation and determination in direction and management, the Party Committee and the provincial government have brought many policies into life, creating outstanding strides in socio-economic development.
Economic growth was maintained at a high level, with an average GRDP reaching 9.17%/year. The scale of the economy is constantly expanding, GRDP in 2025 is estimated to reach more than 328 trillion VND - nearly double compared to 2020. The economic structure continues to shift in a positive direction, the proportion of industry and services increases, agriculture decreases. In particular, GRDP per capita is estimated at more than 101 million VND, 1.68 times higher than in 2020, affirming that growth quality has clearly improved.
Along with that, investment attraction has seen many improvements. In the period of 2021 - 2025, the whole province attracted 559 new projects, bringing the total number of valid projects to nearly 2,500 projects with a total registered capital of VND 396,000 billion and over 9.4 billion USD. The agricultural and rural sectors are focused on investment, contributing to changing the face of rural areas and increasing income for people.
In the fields of culture - society, education, health, social security, national defense - security, etc., the province has synchronously implemented many effective policies, demonstrating a high sense of responsibility to the people. Administrative reform and the reorganization of the political system have been vigorously implemented, creating a clear change in the effectiveness of government operations.
Set an example, break through, lead
The first Provincial People's Committee Party Congress clearly identified the motto of action for the 2025-2030 term as: "Solidarity, democracy, discipline, breakthrough, development". The goal by 2030 is to develop Hung Yen quickly and sustainably in the direction of modern industry and agriculture, high-quality services, smart cities, and an increasingly prosperous people's life.
The province sets specific targets: the average GRDP growth rate reaches 10 - 11%/year; GRDP per capita reaches 180 million VND; the scale of GRDP is about 600,000 billion VND; the multidimensional poverty rate decreases to 0.5%. The proportion of processing and manufacturing industry accounts for about 40.5% of GRDP.
To realize the above goal, the Provincial People's Committee Party Committee has set out 29 key groups of tasks and solutions, including: developing modern infrastructure, promoting high-tech industry, organic agriculture, civilized urban areas, renewable energy, comprehensive digital transformation; reforming administration and building a serving government; improving the quality of education, health care and social security.
Speaking at the Congress, Mr. Nguyen Huu Nghia - Secretary of the Provincial Party Committee affirmed that as a Party organization in the comprehensive executive agency of the government, the Provincial People's Committee Party Committee needs to promote its core role in effectively implementing the Party's resolutions and the State's policies.
At the same time, it is necessary to be exemplary in innovating thinking, improving the quality of direction and operation, and performing well the role of serving people and businesses.
The Provincial Party Secretary also requested the Party Committee to focus on 5 strategic pillars: synchronous infrastructure development; high-tech industry and organic agriculture; civilized urban and service system; clean energy; comprehensive digital transformation. Along with that is the task of improving the capacity of the staff, preventing corruption, maintaining administrative discipline, building a clean and strong Party organization.
With clear orientation, high political determination and consensus of the entire system, the 2025-2030 term is expected to open a new period of development for Hung Yen - dynamic, modern, effective and sustainable.
