Encourage socialization of education
At the conference to summarize the socialization work on consolidating schools, classrooms and public housing for teachers in the period of 2013-2023 held on October 25, Party Central Committee member, Deputy Prime Minister Le Thanh Long assessed that in the past 10 years, socialization work has made important contributions to building school facilities, especially in difficult, remote and isolated areas.
Deputy Prime Minister Le Thanh Long emphasized: To achieve the goal of 100% socialization of schools, classrooms and teachers' housing by 2030, the Ministry of Education and Training needs to coordinate with relevant ministries, branches and agencies to continue promoting school socialization; take into account practical requirements arising in the process of comprehensive fundamental innovation of education and training; build a sectoral database on facilities and teaching equipment; direct the review of the school network to invest and mobilize investment with focus and key points.
Mr. Nguyen Dinh Khang - Member of the Party Central Committee, President of the Vietnam General Confederation of Labor - said that in recent years, the unit has closely coordinated with the Ministry of Education and Training in implementing social work on consolidating schools, classrooms and public housing for teachers in the period of 2013-2023.
In the coming time, to complete the target of socialization rate for consolidating schools, classrooms and public housing for teachers, Mr. Khang made two recommendations: First, maintain preferential policies for businesses participating in this program (preferential policies on corporate income tax...). Second, the 2019 Education Law and the 2023 Housing Law stipulate the responsibility of the state budget and local budgets in allocating resources for consolidating schools, classrooms and public housing for teachers. Therefore, it is recommended that the Government arrange and balance resources.
Strengthening schools to improve the quality of education
After 10 years, along with the implementation of Resolution No. 29-NQ/TW dated November 4, 2013 of the Party Central Committee on fundamental and comprehensive innovation of education and training, in the face of many difficulties, the Government, the Ministry of Education and Training (MOET), ministries, branches and localities have paid attention to allocating funds and mobilizing resources to enhance conditions to ensure school and classroom facilities.
At Nghia Tam Primary School, Van Chan District, Yen Bai Province, Ms. Hoang Thi Thanh Hai - Principal of the school - said that the unit is still making efforts to solidify the school. Currently, the school still has 4 temporary classrooms, limited in area, making teaching and learning difficult.
According to the report of the Ministry of Education and Training, the average rate of solidification nationwide is 86%, with preschool and primary schools reaching 83%. This rate is very high compared to 10 years ago, but the number of unsolidified classrooms is mainly concentrated in mountainous provinces, ethnic minority areas and disadvantaged areas (such as the Northwest, Central Highlands, Central region and Southwest), the rate of unsolidified classrooms in preschool and primary schools in many provinces is still over 40% (Dak Nong, Kon Tum, Dien Bien, Cao Bang, Lai Chau...).
According to the assessment of the Central Party Committee member, Minister of Education and Training Nguyen Kim Son, the school is a community institution, belonging to the community, in the community. It needs to be cared for, cared for and supported by the community. The State and Government have paid special attention, devoted many resources, many programs, projects, plans, and spent a lot of money on the work of solidifying schools to achieve the current rate of solidified classrooms nationwide.
“All localities need to be consolidated, mostly in disadvantaged areas, remote areas, border areas, islands... Therefore, it is necessary to have arrangements from local budgets, integrated with the National Target Programs currently being implemented” - the President of the Vietnam General Confederation of Labor proposed.
