Thousands of teachers worry
According to Decision 5273/QD-UBND dated December 31, 2024 of the People's Committee of Thanh Hoa province, the implementation period of the teacher contract according to Decree 111 is from January 1, 2025 to May 31, 2025. Therefore, by the end of May 2025, the contract will expire.

It is known that there are currently thousands of teachers in Thanh Hoa province under contracts under Decree 111, and they are quite worried because if they are not signed contracts in the summer months, they will not have income and will not be able to fully pay insurance.
Ms. Nguyen Le Thuy (a teacher in Nhu Xuan district, Thanh Hoa province) said that she signed a teacher contract under Decree 111 from the beginning of 2024, for a period of 12 months. Throughout 2024, all work and payment regimes were well implemented, even for the 3 summer months, she received her salary and paid the full insurance regime. However, in 2025, she received a notice from the school about adjusting the contract period from 12 months like last year to only 9 months and not signing 3 months of summer vacation.
Similar to Ms. Thuy, Ms. Le Thuy Hang (a teacher of a school in Nhu Xuan district, Thanh Hoa province) said that the cutting time of the 3 -month summer contract makes the teachers very disadvantaged: no salary, no insurance regime. In addition, it is not known whether after the summer vacation, whether the beginning of the school year will be signed a contract or not, because the signing depends on the recruitment agency - if the unit feels missing, then sign and redundant.
Proposal to sign a contract for all 3 summer months
Talking to PV Lao Dong newspaper, Mr. Ta Hong Luu-Deputy Director of the Department of Education and Training of Thanh Hoa Province-said that, regarding the above issue, the unit recently sent a written request to the Chairman of the Provincial People's Committee to consider and continue to sign a contract under Decree 111/2022/ND-CP of the Government and support continuous funding in the year (including summer months).
This is to stabilize the team, prepare for the new school year, as well as ensure the lives of workers with peace of mind at work, contributing to improving the quality of teaching. In addition, the education sector has its own characteristics - graduation exams and admissions are conducted during the summer vacation. In addition, many other training programs and professional - technical work are also implemented regularly in the summer.
If the contract is not signed in the summer vacation months, the re -signing of the labor contract at the beginning of the school year will face legal problems (in terms of re -admission or not), and cause difficulties in mobilizing labor resources (maybe workers will rest completely after not being signed in the summer).
After receiving a written request from the Department of Education and Training, the People's Committee of Thanh Hoa province assigned the Department of Home Affairs to advise and resolve. According to the Department of Home Affairs of Thanh Hoa, the unit is coordinating with relevant departments, branches and People's Committees of districts, towns and cities to summarize the needs of educational payroll in the 2025–2026 school year to determine the number of contract workers as teachers. Then will report to the provincial People's Committee at the regular meeting in May 5.2025.
After the Provincial People's Council approves, the Provincial People's Committee will assign the labor quota for contract teachers in the 2025-2026 school year. The Department of Home Affairs will coordinate with the Department of Finance and related units to guide the implementation of labor contracts according to legal regulations.
