Circular 29/2024/TT-BGDDT of the Ministry of Education and Training, effective from February 14, 2025, is an important legal basis for localities in managing extra teaching and learning activities.
The Circular clearly stipulates that schools are only allowed to teach free extra classes to disadvantaged students, excellent students, and final year students who voluntarily review for exams. For extra teaching outside of school, organizations and individuals must register for business, publicize information about tuition fees and duration, and teachers are not allowed to collect extra teaching fees from regular students.
Recently, many provinces and cities have taken drastic measures, issued guiding documents, and thoroughly implemented the regulations in Circular 29.
The People's Committee of Yen Bai province has just issued regulations requiring centers, organizations and individuals to absolutely not organize extra classes on holidays as prescribed by the State and between 11:30 a.m. and 1:30 p.m. (lunch break), before 7:00 a.m. (early in the morning) and after 10:00 p.m. ( late evening) all days of the week, including Saturday and Sunday.
To ensure strict implementation of the regulations, the Department of Education and Training (DET) of Yen Bai is responsible for publicly announcing the address to receive feedback on violations related to extra teaching and learning, and at the same time advising the Provincial People's Committee on allocating funding to support extra teaching and learning in schools from the state budget.
Relevant departments and branches are also required to closely coordinate in propaganda, management and handling of violations. Private extra-curricular institutions must notify local authorities and refund tuition fees if they stop teaching.
Before Yen Bai, Ninh Binh province took the lead with the regulation prohibiting extra teaching and learning before 7am, from 11:30am to 1:30pm and after 9:30pm every day.
In addition, each additional class in Ninh Binh cannot last more than 2 hours and students must have a break.
Similarly, Ho Chi Minh City also prohibits additional teaching facilities from operating after 8:00 p.m.
The Ho Chi Minh City Department of Education and Training explains that this proposal comes from the city's complex traffic characteristics, helping students have enough time to travel, eat and rest after school hours before attending extra classes (if any).
It is reasonable to end extra classes before 8pm so that students have time with their family instead of studying until late at night, especially for students who have studied two sessions a day.
Hai Phong is also in the process of collecting comments for the Draft Decision on management of extra teaching and learning in the city. This draft also proposes not to organize extra classes after 7:30 p.m. every day and on Sundays, fully complying with the regulations on time and time in Circular 29/2024/TT-BGDDT.
