On July 29, according to Lao Dong, the People's Council of Lang Son province passed Resolution No. 22/2025/NQ-HDND, stipulating a number of policies to support the development of non-public preschool education in the province, applicable in the period of 2025-2030.
According to the Resolution, the province will support VND 360,000/month for each preschool child studying at non-public preschools, if their parents are workers and laborers working in industrial parks, industrial clusters, export processing zones, economic zones, and high-tech zones inside and outside the province.
The support level is applied for 12 months each year, provided that children are studying at legally licensed facilities.
The beneficiaries also include children of workers working in areas with a large number of workers (communes and wards with 3,000 or more workers), having labor contracts and participating in social insurance according to regulations.
Eligible non-public preschools will also receive financial support to upgrade facilities.
Accordingly, facilities with less than 70 children will be supported with 20 million VND, facilities with 70 children or more will be supported with 50 million VND.
This funding is used to purchase equipment, toys, teaching equipment according to regulations and repair facilities. The condition is that at least 30% of the total number of children studying is the child of workers and laborers in industrial parks, clusters and areas with a large number of workers.
In particular, after receiving support, facilities must maintain continuous operations for at least 3 years. If arbitrarily or forced to suspend operations during this time, the unit will have to return all received funds.
For teachers directly teaching at non-public preschools, Lang Son province will provide additional support of 1.3 million VND/person/month. This support is completely independent of the salary agreed upon between teachers and employers and is also applied for 12 months each year.
The funding source for implementing the above policies is paid by the provincial budget. The People's Committee of Lang Son province is assigned to implement, monitor and report the results of the implementation of the Resolution.
This Resolution officially takes effect from July 25, 2025, and at the same time replaces Resolution No. 64/2017/NQ-HDND and Resolution No. 14/2023/NQ-HDND related to policies to support non-public preschool education in the previous period.
