Minister of Education and Training Nguyen Kim Son has responded to petitions sent by voters of some localities before the 9th Session of the National Assembly.
Accordingly, voters in Hung Yen province reflected that after Circular 29/2024 of the Ministry of Education and Training regulating extra teaching and learning was implemented, it has brought many important changes in educational management, contributing to reorienting the way of organizing teaching and learning towards a healthier direction.
However, the implementation of the regulations on extra teaching and learning is currently facing many shortcomings, causing difficulties for parents and students.
Therefore, voters recommend that the Ministry of Education and Training study regulations suitable to the practical situation to effectively manage extra teaching and learning; so that education is returned to its true nature, without "turning" students into " machine learning", "sparecasting" or "tools" to earn extra income for teachers.
At the same time, the Ministry needs to review and study to reduce the program's load, increase extracurricular activities, experiences, and learn life skills to train future generations with physical health, mental health, and social health.
Regarding this issue, Minister of Education and Training Nguyen Kim Son said that in recent times, the Ministry has implemented many solutions to manage extra teaching and learning activities.
In addition, the Ministry also improves the quality of regular school hours, strengthens accountability for the quality of education of schools.
At the same time, spend time and space for students to experience, practice, and practice through educational activities according to personal needs for comprehensive development.

The Ministry of Education and Training has also advised the Prime Minister to issue Official Dispatch 10 on strengthening the direction of junior high school and high school admissions and managing extra teaching and learning activities; issuing documents to the People's Committees of provinces and cities according to its authority to strengthen coordination in implementing Circular 29/2024.
Accordingly, it is recommended that localities allocate budget resources, increase the mobilization of social resources to build enough schools and classes and ensure quality so that all students of general education can go to school, reduce pressure in enrollment to reduce extra teaching and learning.
Direct localities to actively improve the quality of teaching and learning in the main curriculum, diversify teaching methods and forms, increase the application of information technology, continue to innovate methods and forms of testing, and do not put pressure on students to take extra classes.
The Ministry of Education and Training has also advised the Prime Minister to issue Directive 17/2025 dated June 6, 2025 on organizing 2 teaching sessions/day and organizing summer activities for children and students in accordance with the direction of General Secretary To Lam in the notice of Conclusion 177.
Accordingly, primary and secondary schools organize teaching and learning sessions 2 days/day depending on the conditions of each locality in terms of facilities, finance and teachers.
Thereby, reducing the spread of extra teaching and learning and strengthening the organization of educational activities to develop the qualities and abilities of students. This is also in line with the Party's policy on "free tuition for students" and "organizing teaching and learning in 2 sessions/day", meeting the learning needs and developing the talents of each student.
