The Ministry of Education and Training is seeking comments on the Circular amending and supplementing a number of articles of the Regulations on university and college admissions for Preschool Education issued together with Circular No. 08/2022/TT-BGDDT dated June 6, 2022 of the Minister of Education and Training.
One of the amendments and supplements in the draft Regulation is that the early admission quota is determined by the training institution but does not exceed 20% of the quota of each training major or group of majors.
According to Deputy Minister Hoang Minh Son, in the context of rapid social change with many constraints, enrollment work still needs to change and limit shortcomings because it has a direct and major impact on schools and candidates, especially in the current context of autonomy.
Therefore, it is necessary to recognize and adjust "early admission" to ensure fairness for all candidates.
Furthermore, the admission scores and passing scores of the methods and subject combinations used for admission must be converted to a common, unified scale for each training program, industry, and group of industries. The Deputy Minister acknowledged that conversion is not easy, but it is still necessary to discuss to convert to this common measure.
Regarding the issue of early admission, Associate Professor Dr. Nguyen Dao Tung, Director of the Academy of Finance, said that when all schools conduct early admission, it will make high schools work hard, the volume of confirmation is high, and students will not care about the second semester of grade 12.
Some schools only consider students' academic results in grades 10, 11 and semester 1 of grade 12, so there are stories of students not focusing on studying in semester 2 after Tet.
"We support the new point in the draft regulation that if admission is based on high school transcripts, there must be 6 semesters, so that candidates can focus on studying seriously until the end of the school year. At the same time, there needs to be a monitoring mechanism for units to strictly implement the regulations; strengthen sanctions on inspection and post-inspection work so that admission work becomes systematic and effective" - Associate Professor, Dr. Nguyen Dao Tung discussed.
Mr. Tung also suggested that we should boldly eliminate the early admission form, because the 20% for early admission does not have much meaning. At the same time, we should push the first round of admission earlier so that schools can continue to enroll students with real wishes in the second round.
Sharing the same opinion, Dr. Vo Thanh Hai, Vice Principal of Duy Tan University, said that early admission should be completely eliminated to have positive changes in the admission mechanism.
"The regulations are common to all schools. In my opinion, in this 20%, we should only keep the quota for direct admission, those are truly talented candidates. Last year, students had to re-register in the general admission round, so this year they can do the same if early admission is canceled," said Mr. Hai.
From the perspective of Associate Professor Dr. Nguyen Duc Son, Principal of Hanoi National University of Education, technically and logically, it is possible to abolish early admission because the constraint of not exceeding 20% of the quota does not have much meaning in admission for schools.
However, Mr. Son expressed concern that the sudden cancellation of early admission would create anxiety for students and parents.
"We also need to consider immediately eliminating early admission because schools can see that the quota for each year is only about 30%, but public opinion may think it is 50% or even more. And not to mention the regret of many students when they should have had the opportunity to be admitted early," Mr. Son suggested.
