Mrs. Tran Duc Suong's husband (HCMC) is a Math teacher at high school, with 20 years of teaching experience.
Ms. Suong's husband graduated with a major in Mathematics - Information Technology from the University of Natural Sciences (full-time program) and was recruited by the Department of Education and Training of Ho Chi Minh City as a Secondary School Teacher - Mathematics (October 27, 2004).
At the time of recruitment, Ms. Suong's husband had studied the State Administrative Management and Education and Training Management courses (to meet recruitment requirements, according to Decision No. 33/2002/QD-BGDDT dated July 22, 2002).
Currently, when reviewing the teacher's records, the school announced that Ms. Suong's husband did not have a teaching certificate and was working in the wrong position, and requested that he supplement his teaching certificate.
Ms. Suong asked: "In my husband's case (recruited by the Department of Education and Training of Ho Chi Minh City; appointed to a professional title, salary according to the civil servant rank and has taught for 20 years), is it necessary to retake the course and supplement the pedagogical certificate?"
Regarding this question, the Ministry of Education and Training responded on the Government Electronic Information Portal as follows:
In 2004, the standards for high school teachers were implemented according to the regulations in Decision No. 202/TCCP-VC dated June 8, 1994 of the Government Organization and Personnel Committee. In which, the standards for training level were:
"Graduated from a university of education or higher (if graduating from another university in a major taught in the high school curriculum, must undergo pedagogical training according to the content program of the Ministry of Education and Training)".
Currently, the standard training level of high school teachers is implemented according to the provisions of Point b, Clause 1, Article 72 of the 2019 Law on Education as follows:
"Having a bachelor's degree or higher in teacher training for primary, middle and high school teachers. In case the subject does not have enough teachers with a bachelor's degree in teacher training, they must have a bachelor's degree in a relevant major and a certificate of pedagogical training".
Thus, in the case of Ms. Tran Tuyet Suong's husband, he needs to have a certificate of pedagogical training to meet the standard training level of a high school teacher.
