On January 14, representatives of Lam Thanh Commune People's Committee (Nghe An) said that they had just issued Official Dispatch No. 1048/UBND - VHXH on terminating contracts with school staff, sent to the principals of Chau Nhan Kindergarten, Hung Nghia Kindergarten, Hung Loi Kindergarten and Hoa Binh Elementary School.
According to the content of the official dispatch, on July 25, 2025, Lam Thanh Commune People's Committee issued Official Dispatch No. 124/UBND-VH-XH allowing schools to continue signing labor contracts until the end of December 31, 2025. Chau Nhan Kindergarten contracts 2 medical staff; Hung Loi Kindergarten 1 medical staff; Hung Nghia Kindergarten 1 medical staff; Hoa Binh Elementary School 1 equipment-library staff.
Lam Thanh Commune People's Committee said that based on Decision No. 3235/QD-UBND dated October 16, 2025 of Nghe An Provincial People's Committee on assigning civil servant payroll from the budget to educational non-business units under the Commune and Ward People's Committees in 2025, the above cases are not approved for payroll from the state budget.
Meanwhile, the budget of the Commune People's Committee is not balanced to pay, so the commune announced the termination of contracts with the above cases from January 1, 2026.
On January 14, in an exchange with a reporter from Lao Dong Newspaper, some contract medical staff at kindergartens in Lam Thanh commune said they were very sad and confused about the above announcement.
I have been attached to work at the school for many years, although the salary is low, I always try to complete the assigned tasks well to hope to be recruited into the payroll. Now if my contract is terminated, we don't know what to do to make a living," an employee shared.
Leaders of some kindergartens in Lam Thanh commune also said they are hesitant about implementation. According to the schools, if the contract with employees is not terminated, it will be contrary to the commune's direction, and if it is terminated, there will be a shortage of professional staff and the school itself is also very resentful of the workers. "We hope to have funds to continue signing contracts with workers," said a representative of a kindergarten.
Meanwhile, the leader of Lam Thanh Commune People's Committee said that the contract termination notice is "impossible" because the commune no longer has funds to pay for schools.
