On August 9, the Department of Education and Training of Nghe An province worked with Tran Quoc Hoan High School on organization, personnel and preparation for the 2026 - 2027 school year after the school switched to a public model.
Previously, on August 7, the People's Committee of Nghe An province issued Decision No. 3569/QD-UBND establishing Tran Quoc Hoan Primary, Secondary and High School, based on receiving the original state of Hermann Gmeiner Vinh High School.
Tran Quoc Hoan High School is a public general education institution directly under the Nghe An Department of Education and Training, and also the first inter-level public school in the province.

In the 2026 - 2027 school year, the school is expected to have 44 classes, including 10 primary schools, 8 secondary schools and 26 high schools. The school is developing a plan to organize 2 sessions/day of teaching, strengthening STEM activities, experiences, career guidance and clubs.
At the meeting, Ms. Tran Thi Thu Hien - Acting Principal of Tran Quoc Hoan High School - said that after the transfer process, the school has reviewed personnel, assets, professional records and developed an education plan.
However, some issues related to personnel, facilities and conversion procedures still need to be resolved.
Currently, the school is assigned staff for 3 leadership positions and 1 accountant. The school proposes to receive and transfer staff quotas for 64 full-time teachers and staff; and at the same time receive 3 full-time staff and 22 contract teachers working at the school.
Due to the increased scale of classes, the school also proposed to add teachers in some subjects that are lacking such as National Defense and Security Education, Technology.
After more than 30 years of operation, some facilities of the school have deteriorated, the school proposed to be supported in repairing and upgrading classrooms, subject rooms, practice rooms, laboratories and supplementing teaching equipment.
Concluding the working session, Mr. Nguyen Van Khoa - Director of Nghe An Department of Education and Training - requested specialized departments to coordinate with the school to soon complete the contents related to organizational structure, expertise, records, finance and facilities.
Notably, leaders of Nghe An Department of Education and Training affirmed that the process of transitioning to the public model must ensure organizational stability and the rights of officials, teachers, and staff.
Accordingly, the school continues to contract with the team of full-time teachers and staff or is signing contracts. The Department of Education and Training will review and advise the Provincial People's Committee on plans to arrange and recruit according to job positions and actual needs.
Recruitment and staff arrangement are required to be carried out in accordance with regulations, publicly, transparently, and ensure the rights of teachers and staff.
The Nghe An Department of Education and Training also requested the school's Board of Directors to proactively grasp the thoughts and aspirations of officials, teachers, and staff, and promptly handle difficulties arising during the transition period.
The immediate goal is to stabilize the organization, personnel and teaching conditions so that Tran Quoc Hoan High School can operate normally right from the beginning of the 2026 - 2027 school year.
