On September 2nd, Dr. Nguyen Van Khoa - Director of Nghe An Department of Education and Training - said that the Department has just issued Official Dispatch No. 3144/SGDĐT-TCCB guiding the implementation of school arrangement and merger in the province.
The document was issued to implement Decision No. 3805/QD-UBND dated August 20, 2026 of the People's Committee of Nghe An province on approving the overall plan for arranging public preschool, general, continuing education and vocational education institutions.
One of the notable contents is the arrangement of principals at schools with 2 levels of primary and secondary education after the merger.
According to the Nghe An Department of Education and Training, the appointment of principals is implemented according to Official Dispatch No. 2986/SGDĐT-TCCB dated August 18, 2026 of the Department on organizational structure and personnel arrangement when arranging public non-business units under the management authority of commune-level People's Committees and Official Dispatch No. 1102/UBND-TH dated August 26, 2026 of the Nghe An Provincial People's Committee on arranging management staff for educational institutions after arrangement.
In addition to the above requirements, the Nghe An Department of Education and Training guides on prioritizing people who are principals of secondary schools before merging when selecting principals of schools with 2 levels of primary and secondary education.
The priority for management officials originating from secondary schools is set in the context that after arrangement, the principal of the inter-level school must simultaneously manage educational activities at both levels of education, in which secondary school levels have specific characteristics in organizing subject groups, assigning teachers according to subjects and professional management.
Along with arranging management staff, the Nghe An Department of Education and Training also guides the handover of secondary schools merged into high schools.
According to the attached list, 12 schools or part of secondary schools are merged into high schools. Units must hand over facilities and teaching equipment to high schools for management and use; and at the same time make a list of management officials, teachers, and staff for the Department of Education and Training to implement transfer and appointment.
The Department also requests localities to pay attention to naming schools after mergers. School names must be consistent with the planning of the network of educational institutions, associated with administrative place names or cultural and historical figures; prioritize keeping the names of one of the schools before mergers.
Localities are required to avoid mechanically naming schools in order or composing the names of old schools in a forced way, losing the meaning of traditional names.
For administrative dossiers, schools subject to merger must inventory and classify all dossiers and documents on personnel, finance, expertise, and facilities; complete unfinished work dossiers before the handover time.
Nghe An Department of Education and Training requests the original handover of paper records, electronic data, management accounts of software systems, digital signatures and related data; strictly prohibits the arbitrary dispersion, keeping, loss or destruction of records and documents in violation of regulations.
