Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development sets out many breakthrough policies and strategies, demonstrating a long-term strategic vision and strong political determination to make Vietnamese education move forward firmly.
One of the solution tasks stated in Resolution 71 that many teachers are interested in is: "Having special and outstanding incentive policies for the teaching staff; raising vocational incentives for preschool and general education institutions to a minimum of 70% for teachers, a minimum of 30% for staff, 100% for teachers in areas with special difficulties, border areas, islands, and ethnic minority areas.

Develop appropriate policies to mobilize talented people outside of the teaching and training force to participate in teaching and training in educational institutions; implement a co-curricular lecturer regime for talented people working at public service units; have a mechanism to encourage the mobilization of talented people to preside over scientific research activities at educational institutions".
Responding to the press at the beginning of the 2025 - 2026 school year, Minister of Education and Training Nguyen Kim Son affirmed that Resolution 71 of the Politburo demonstrates the Party's new vision and strategy for the education system in the future, when the world context is undergoing profound and comprehensive changes, especially digital technology and artificial intelligence are reshaping education on a global scale. In addition, the Resolution has identified major goals along with a series of tasks and solutions with strong breakthroughs to innovate and improve Vietnamese education.
"For the entire education sector, this is a great opportunity to make a breakthrough, to affirm the decisive position of education in national development. Realizing this, the Ministry of Education and Training is urgently developing and submitting to the Government a draft Government Action Program to implement Resolution 71 and will specify it with the Action Plan of the Ministry of Education and Training to implement from the beginning of this school year" - the Minister informed.
In addition to allowance policies, from January 1, 2026 - the time the Law on Teachers takes effect, teachers' salaries will be prioritized to be ranked highest in the administrative sector. This is also the time when teachers' salaries are increased according to the Government's Decree.
Mr. Vu Minh Duc - Director of the Department of Teachers and Educational Managers, Ministry of Education and Training informed that to ensure the effectiveness of the Law on Teachers from January 1, 2026, the Ministry of Education and Training must advise and submit to the Government to issue 3 Decrees and issue 12 Circulars under its authority.
3 Decrees include: Decree detailing a number of articles of the Law on Teachers; Decree regulating salary policies, allowance regimes, support and attraction policies for teachers; Decree regulating preferential allowances according to the profession for civil servants in the education sector.
12 Circulars regulating professional standards, working regimes, recruitment authority, equivalent titles, and codes of conduct for teachers.
