Mr. N.H.V proposed merging general schools to reduce the cumbersomeness of the education system.
Mr. V also reflected that after the merger, each commune-level specialist has to handle a very large amount of work (average 1,500-2,000 records/month) but the salary is still very low. He proposed to increase salaries for commune-level cadres and employees.
Regarding this issue, the Ministry of Home Affairs responds as follows:
According to the provisions of the Law on Cadres, Civil Servants and the Law on Public Employees, cadres, civil servants and public employees (including education sector officials) perform their duties and tasks according to the provisions of law.
Currently, the salary regime for cadres, civil servants, and public employees in the political system from the central to the commune level is implemented uniformly according to the provisions of law.
Implementing the Conclusion of the Politburo, in the coming time, the Government will summarize and evaluate Resolution No. 19-NQ/TW dated October 25, 2017 of the Central Executive Committee on continuing to innovate the organization and management system, improving the quality and efficiency of public service units.
Accordingly, in the coming time, public service units (including schools) will be rearranged to streamline the apparatus, effectively and efficiently, and reduce state budget expenditures.
The issue Mr. V proposed to increase salaries will be studied by ministries and specialized agencies and submitted to competent authorities for consideration and decision when balancing the country's resources.
